A lock of Abraham Lincoln’s hair, wrapped in a bloodstained telegram about his 1865 assassination, is up for sale. Boston-based RR Auction says bidding has opened online for the items ahead of a live auction scheduled for Sept. 12. Measuring roughly 2 inches long, the bushy lock of hair was removed during Lincoln’s postmortem examination after he was fatally shot at Ford’s Theatre in Washington, D.C., by John Wilkes Booth. A majority of voters in Puerto Rico approved a non-binding referendum that supports elevating the island territory to statehood status.The referendum narrowly passed by a 52-48 margin.The question was not the first time voters weighed in on Puerto Rico statehood. Most recently, 97% of voters approved statehood in 2017, but the vote was boycotted by opposition parties.Several previous referenda were not a straight up statehood vote.Given Puerto Rico’s status, the territory does not vote on US senators or representatives, although the territory elects a non-voting member who can serve on committees. Puerto Rico also does not get a vote in the presidential general election, but the territory does get a say in the Democratic and Republican primaries.While Democrats would likely welcome the opportunity to make Puerto Rico a state, the likelihood of there being enough political support for Puerto Rico to be the 51st state is still doubtful. 956

  

A judge has approved the release of actress Allison Mack on a million bond, days after the former "Smallville" star was arrested on Friday for her alleged role in a sex trafficking case, a spokesperson for the United States Attorney's Office told CNN.The spokesperson could not confirm whether Mack had been released as of Tuesday afternoon.The actress was later seen leaving jail, according to media reports.Mack will be under house arrest in California and must wear an electronic monitoring device, the official added.Mack's attorneys have not responded to CNN's request for comment.Mack's approved release comes on the same day it came to light that her attorneys are in the process of negotiating a possible plea deal with prosecutors, according to public filings.The documents, signed by a judge last week and obtained by CNN, indicate a "reasonable likelihood" that the plea negotiations will "result in a disposition of this case without trial."Mack was indicted last week on charges of sex trafficking, sex trafficking conspiracy and forced labor conspiracy, according to a statement released by the Justice Department.Mack's charges relate to her alleged involvement with an organization called Nxivm (pronounced NEX-ium), an Albany, New York-based group that claimed to be a self-help program but was, in reality, a pyramid scheme in which some recruits were exploited sexually and for their labor,prosecutors allege in court filings.Mack pleaded not guilty.As part of her release, Mack is prohibited from contacting or associating with any present or former members of Nxivm, the U.S. Attorney's Office official told CNN.Nxivm's founder, Keith Raniere, also known within the group as Vanguard, is also fighting charges.Mack, 35, is professionally best known for her role as Clark Kent's confidant Chloe Sullivan on CW's "Smallville," which ran for 10 seasons. 1892

  

A federal judge has dismissed several charges against Dr. Jumana Nagarwala in the historic female genital mutilation case, ruling that the federal law against female genital mutilation is unconstitutional.U.S. District Court Judge Bernard Friedman ruled that Congress did not have the power to enact a federal law that banned female genital mutilation in the United States.Instead, Friedman made the argument that the law was too broad and it violated Congress' powers, as the law does not stand up to scrutiny under either the Necessary and Proper Clause or the Commerce Clause of the US Constitution.He also found that laws penalizing Female Genital Mutilation should be handled at the state level, similar to laws regarding Criminal Sexual Conduct, battery or child abuse.  Shannon Smith is the Defense Attorney for Dr. Nagarwala.  She says the ruling is "absolutely a huge victory. When you actually studied the law they enacted, there was no constitutional basis for them to enact the law. It’s really an issue that should be left to the states."Smith also claims the doctors did not perform Female Genital Mutilation, saying instead they performed a mild form of female circumcision."What Dr. Nagarwala was doing, if we had gone to trial, would have been vindicated that she was not mutilating little girls. While we’re happy with the victory and we’ll certainly take it, there’s a part of me that’s a little disappointed that the public isn’t going to see the evidence brought out at a trial to see that she was never guilty of it in the first place," Smith said.The ruling comes after Friedman also dismissed a "conspiracy to transport minor with intent to engage in criminal sexual activity" charge in January. That was the only count that could have lead to life in prison for both Nagarwala and Dr. Fakhruddin Attar.Friedman's ruling leaves two counts in place in the case.
