(KGTV) - Work to repair two washout areas near the train tracks on the Del Mar bluffs will lead to a partial rail closure this weekend, the North County Transit District said Wednesday. A project team was able to move up the repair timeline from January to Dec. 14-15, according to the NCTD. The washouts were first reported during a storm over the Thanksgiving holiday. All rail operations from the Solana Beach train station to Santa Fe Depot downtown will be halted and replaced with bus bridges for COASTER trains. (KGTV) - The California Thoroughbred Racing Board postponed a vote on the use of riding crops at their meeting Thursday.The board was scheduled to vote on the issue but decided to move it to the December meeting.Two different versions of the regulation have been proposed.One would allow jockeys to hold a crop during race, but would disqualify the horse if the jockey used the crop to whip the horse during a race.The second version broadens the acceptable use of the crop to include “tapping of the neck” and for use in directing the horse without contact, but would still not permit a jockey to raise the crop to forcefully whip a horse.Del Mar Thoroughbred Club CEO, Joe Harper, said he supports the phaseout of whips.“I’m hopeful we can get to a point where the whip is not used at all,” said Harper. “It’s a horrible visual.” 855

DENVER - A Colorado gun store owner who appeared on the reality TV show 'American Guns' on Discovery Channel has been sentenced to 6.5 years in prison for tax fraud and dealing without a license.Richard Wyatt, 54, was sentenced to 78 months on Thursday.Wyatt operated the Gunsmoke gun shop in Wheat Ridge, Colorado. He was convicted last year on 10 counts, including not reporting income to the IRS.According to court records, Wyatt surrendered his federal firearms license in 2012 for unspecified violations but continued to sell guns from his store by working with another gun shop that had a license. Prosecutors said Wyatt entered sales from his store into the computer system as "miscellaneous" instead of gun sales and had customers go to the other store to fill out the background check paperwork.The court found that a total of 490 guns were involved in Wyatt's illegal operation, all of which the court ordered forfeited. 938

DESCANSO (KGTV) -- A San Diego County couple is warning others after getting a flat tire from an unusual source. Pamela Jessup was running errands in her Toyota RAV4 on SR-79 near Old Highway 80 last Thursday when she heard a thump.Jessup says she pulled over and looked at her back tire. After not seeing anything wrong, she went on her way.The thumping, however, only intensified after she drove onto Interstate 8. When she drove home, Jessup says her husband Davis found a temporary lane marker nailed in to the tire.While doing their due diligence, the Descanso residents found dozens of temporary nail markers along the side of the road in the same area where Jessup ran into issues.A local tire shop was able to fix the damage to the tire, but it cost the pair . Other residents in the area took to social media to complain similar events that happened to them.On Facebook, at least three others said they also got flat tires after driving through the area.From Tuesday through Friday, neighbors reported a road construction project that included restriping.A spokesperson for the Caltrans subcontractor Granite Construction issued this statement: 1179

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker.
