(KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. SAN DIEGO, Calif. – Ballots will arrive in the mail for more people than ever in this election, but many Americans have relied on this method to vote for decades.Military families, people with disabilities, and Americans living overseas make up some of the demographics familiar with the process.“I haven’t been to a voting place since 1986," said Tori Zwisler. "It’s been a long time!”Now a San Diego resident, Zwisler lived in China for many years running an environmental nonprofit. While she hasn't waited in a polling line for over three decades, she hasn't missed an election."Living outside of America doesn’t mean you’re not American, it doesn't mean you don’t care about the issues, and it certainly doesn’t mean that you don’t have an opinion about who you want to lead your country," said Zwisler.Now back in the states, she still exercises her constitutional right via the U.S. Postal Service.“I honestly prefer the luxury of voting at home because I can look online, and I can check the websites of what both party's opinions are of the initiatives or of the candidate's backgrounds," said Zwisler.In states like California, Oregon and Colorado, voters have had this option for many years.According to a Pew Research Center analysis, the share of voters casting a ballot by mail has been growing steadily over the years, increasing nearly threefold between 1996 and 2016, from 7.8% to nearly 21%.But while states like Oregon and Washington conduct their elections almost entirely by mail, other states have seen relatively few mail ballots, the analysis goes on to explain.“I think everyone has to weigh in on what’s happening right now, it’s critical," said Zwisler.As the pandemic reshapes how we vote in this election, Zwisler believes the changes could actually strengthen our democracy, making voting easier and convenient for more Americans. 1868

SAN DIEGO (KGTV) -- Thousands of refugees, immigrants and asylum seekers are finding a place to stay through the Safe Harbors Network, an organization which got its start at the Christ United Methodist Church in Normal Heights. Pastor Bill Jenkins began giving shelter to Haitian refugees back in 2009. And for quite a while the church was the only immigrant welcoming shelter in southern California. Eventually, the Safe Harbors Network was created. It's a growing collection of churches, organizations, and individuals that house refugees, immigrants and asylum seekers. Pastor Jenkins says he's seen an explosion of interest from people wanting to help in recent months after Trump's zero-tolerance immigration policy went into effect. Safe Harbors works in cooperation with ICE to give shelter to people awaiting their day in court.   886

  

SAN DIEGO — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday has been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.The mother and daughter have yet to be identified. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.The two vehicles collided and exploded into flames, witnesses said, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The two occupants of the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. According to the California Department of Motor Vehicles, his driving record was clear.CHP said Heitmann's vehicle was linked to an incident at Ashley Falls Elementary School in Carmel Valley before the crash, in which several students said the driver of a sports car drove through a fence. Del Mar Union School District said the driver got out of the car and broke a window, though no classes were in session.Heitmann is allegedly a popular YouTube personality who goes by the name of "McSkillet," according to numerous gaming website reports.McSkillet's YouTube page lists numerous videos surrounding the video game Counter-Strike: Global Offensive including "skins" or weapon customizations and tips on earning sponsors.One of the videos on McSkillet's page shows off a black McLaren and talks about how his earnings as a YouTube and Counter-Strike "Steam" content producer helped pay for the luxury sports car.Watch the CHP's press conference here:All lanes on northbound I- 805 at La Jolla Village Drive were shut down for about 10 hours due to the investigation and clean-up effort. 2426

  

SAN DIEGO (KGTV)-- Flags are being flown at half-staff around the country today to honor fallen firefighters and to promote emergency preparedness. Sunday is also the kick-off of National Fire Prevention Week.Cher Smith's home in Crest has a 360-degree view of nature. It's beautiful to look at, but dangerous during fire season. "Somebody is throwing a cigarette out, sparks from a car, whatever," Smith said. "There's always that fear that something is all of a sudden going to cause a fire to get out of control."In the last month, she and her son-in-law spent hours clearing up the dead brush on her 2.5 acre property. "We just barely made a dent on what needed to be done," Smith said. Smith said she couldn't afford to pay a landscaper to finish the job, but that all changed when she looked out her window earlier this week. "They are all up there like ants on the mountain bringing down the brush," Smith said. She saw CALFIRE and inmate fire crews working earnestly, with shovels in hand, to create a safe, defensible space. The space won't just create a defensible space for Smith's home, but for the entire Crest community. "I said, 'You have no idea how jazzed I am that you guys are doing this for us!'" Smith said enthusiastically. That's because just last month, she watched the Dehesa fire, creeping up toward her home. Also, back in 2003, her son-in-law lost his childhood home to a wildfire."A lot of people in Crest had their homes burned, so I think people are on high alert and sensitive to the dangers," Smith said. That's why to kick off National Fire Prevention Week, she wants to thank the fire service for their hard work. She also wants to remind her East County neighbors to be prepared. "I like to see our tax dollars going to being proactive, rather than having them create these fire barriers after the fact," Smith said. 1861
