ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ESCONDIDO, Calif. (KGTV) — A police pursuit that started in the South Bay ended in North County Tuesday, with the occupants in a standoff with police.The chase began just after 1 p.m. in National City in the 2300 block of E. 8th St. with a report of a suicidal woman in a vehicle, according to National City Police. Officers arrived to find the car leaving the area with a passenger in the back seat of a Nissan sedan.Officers tried to pull the female driver over, but she refused to stop. She continued onto northbound Interstate 805 and then northbound I-15 in the carpool lanes, police said.Sky10 was live over the standoff this afternoon:CHP officers deployed a spike strip in Rancho Bernardo, which the driver hit while traveling about 70 miles per hour. After losing one tire, she slowed to about 10 mph and continued into Escondido, eventually stopping in a parking lot in the 700 block of E. Valley Parkway.Officers surrounded her vehicle but she refused communicate with police. Officers at the scene said she was seen taking pills in the vehicle and stabbing herself.The passenger exited the car shortly after 2 p.m. Soon after, the driver exited carrying a dog. The driver then handed the dog over to police and was taken into custody, ending the 10-minute standoff.She was transported to a nearby hospital. Police have not said what charges, if any, she faces. Elliott Broidy, a venture capitalist and fundraiser for President Donald Trump's 2016 campaign, is suing Qatar, saying they planted news stories in national newspapers that smeared him.Broidy alleges the Middle Eastern nation targeted him because of his ties to its rival, United Arab Emirates, and his criticism of Qatar. He says operatives from the country hacked his emails, fabricated some of their details and leaked them to major news outlets, resulting in negative news stories over the last month about international connections he had and ties to Russian companies.The complaint -- and those news stories central to Broidy's allegations -- touch on a possible thread of special counsel Robert Mueller's investigation, which is looking into foreign influence around some top Trump officials.The embassy of Qatar said the lawsuit is an attempt to divert attention from media reports and is without merit."Mr. Broidy's lawsuit is a transparent attempt to divert attention from US media reports about his activities," a statement from Jassim Al-Thani, Media Attache for the State of Qatar in Washington DC, said."His lawsuit is without merit or fact. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. "I heard a really loud pop and then I heard some yelling," said Matt Prior, a nearby resident. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings.No injuries were reported.In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. Firefighters remained on the scene as of 6 a.m. to monitor hot spots. The cause of the fire is under investigation but officials say it does not seem suspicious.The owners of the four businesses say they want to rebuild and have created a GoFundMe to raise money. 1185

Even though Jacob Walter Anderson was indicted on four counts of sexual assault, the ex-fraternity president won't spend a single day in prison.Instead, a plea agreement allowed the former Baylor University student to plead no contest to a lesser charge of unlawful restraint.If the 24-year-old successfully completes three years of deferred probation and pays a 0 fine, his criminal record will be wiped clean of the charge, and he won't have to register as a sex offender, CNN affiliate KWKT said.The plea agreement between Anderson's defense team and the McLennan County, Texas, district attorney's office infuriated the victim and her attorney."The evidence is incredible," Vic Feazell, the woman's attorney, told KWKT. "He nearly choked her to death. He raped her violently. He left her passed out in her own vomit -- the rape exam confirmed rape."The incident happened February 21, 2016, the woman said, according her victim impact statement posted on KWKT's website.She lambasted the court for accepting the plea agreement."I am devastated by your decision to let my rapist Jacob Walter Anderson go free without any punishment," the woman said."He is now free to roam society, stalk women and no one will know he is a sex offender. Jacob Anderson and all rapists who get away with their crimes will never be cured, never change. If anything they will be emboldened by their power over women and their ability to escape justice and punishment."Details of the alleged sexual assault were redacted from an arrest warrant affidavit. But shortly after Anderson was charged with sexual assault in 2016, a Waco police spokesman spelled out details from the police reports."The female said that she had been at a party at a fraternity in South Waco. She said she was handed a drink of some kind of punch and was told, 'Here you go. Drink this,' " Sgt. W. Patrick Swanton said, according to a March 2016 story in the Waco Tribune-Herald."She said shortly after that she became very disoriented, was taken outside by our suspect, who is Jacob Walter Anderson, and she said when they got outside, Anderson forcibly sexually assaulted her."In her victim impact statement, the woman said Anderson "repeatedly raped me orally and (vaginally).""When he forcefully picked me up and shoved me into a wall to rape me vaginally from behind he calmly and coldly said, 'It's fine. You're fine.' When I tried to pull up my pants or sit he shoved me to the ground and shoved his penis back down my throat and continued to choke me," the woman said."When he forced me up again and started to rape me vaginally again I blacked out permanently. When I was completely unconscious he dumped me face down in the dirt and left me there to die. He had taken what he wanted, had proven his power over my body. He then walked home and went to bed without a second thought to the ravaged, half dead woman he had left behind."As he walked out of the courtroom Monday, Anderson declined to comment to the media.CNN reached out to Anderson's defense team and the victim's attorney Tuesday, but has not received responses.The McLennan County District Attorney's Office said the person handling all media inquiries, Rebecca Akins, is out sick Tuesday.
