The Polk County (Fla.) Sheriff's Office has arrested a substitute teacher at Westwood Middle School after he reportedly grabbed a 12-year-old boy around the neck and pushed him against a wall. Robert Knight, 39, an employee of Kelly Educational Staffing, has been charged with negligent child abuse without bodily harm. The incident occurred on April 12 at Westwood Middle School in Winter Haven. Deputies responded to a call in reference to a child abuse investigation. A student told deputies he was choked by the P.E. coach, Robert Knight, on Wednesday, April 11. The student told deputies that he and Knight were "smack talking" when Knight took his shirt off and challenged the student to a fight, according to the arrest affidavit. The student said he didn't want to fight a "thirty year old man." Knight then wrapped his hand around the student's neck and pushed him against the wall while other students grabbed Knight's arm and attempted to separate him from the student, according to the affidavit. While he was being interviewed, Knight told deputies "I guess I finally let it get to me," referencing the smack talking with the student. He told deputies he "lost his cool" and doesn't know if he blacked out during the incident but that all he remembers were the kids pulling him off of the student. Knight is not employed by the Polk County School Board, but is employed by Kelly Educational Staffing as a substitute teacher. He was filling in for the male P.E. coach on Wednesday, April 11. Knight was taken into custody and transported to the Polk County Jail without incident."We expect much better conduct from a substitute school teacher. We compliment the school district staff who worked hand-in-hand with us to hold Mr. Knight accountable for his conduct" said Polk County Sheriff Grady Judd. 1855

The mother of a Florida child who was punched in the face by an adult is wondering why the man was not arrested. “He was screaming at us, cursing at us, calling us the 'n-word' and he came down to the middle of his yard, and I was like 'who are you talking too,' and he said 'come within arm's reach and I'll show you who I'm talking to,'" said Malikai Villatte, the 12-year-old boy who was punched.  A picture of Malikai after the incident showed his two front teeth were knocked out. The young boy also received stitches to heal a gash on his mouth. “When I realized my teeth were dangling in my mouth it was kind of shocking, I didn't know what was going on," Malikai said. “It was like a nightmare, I just knew I had to get there and I had to get there fast," said Malikai's mother Brittany Graham. His parents are upset because the man who punched Malikai was not arrested. Lataevion Graham, 13, says he witnessed the incident and claims Cerfalo spat on them after punching Malikai. Graham's father says he wants justice for the children. “Where it is okay for an adult to take the law into their own hands, and to strike a kid hard enough to knock out his teeth. Where is that acceptable, in what country is that acceptable?" said Larry Graham. According to a Charlotte County Sheriff’s Office incident report, the man who punched Malikai was 27-year-old Vincent Cerfalo.“Originally this is where the altercation took place, right here," Cerfalo said.“I told them to back off and if they come on my property I'm going to defend myself. They said, 'you won't hit us, you won't hit us,' and they started to surround me," said Cerfalo. He says it all started when he yelled at the kids to get out of the road because they were blocking traffic.A cellphone video captured the moments after Malikai was punched. Cerfalo claims he was acting in self defense.“He touched me and I lifted my hand out, and I ended up hitting him. It was not my intention to hit anybody that hard, it was not my intention to knock teeth out or do harm, or cause any kind of trouble,” Cerfalo said.The children say no one touched Cerfalo at any time during the incident. Cerfalo says he never expected things to escalate to violence. He now plans to press charges against 12-year-old Malikai for assault, which the child’s parents can’t understand. “He's not going to jail, nothing is happening to him and he's basically getting away with it right now," Malikai said.“I want the man in jail," said Brittany Graham.  The case has been sent to the state attorney’s office, which will determine if a summons will be issued to Malikai for assault.  2750

Dave Walesky. More than 50 dogs and 15 cats were surrendered to Palm Beach County Animal Care and Control. Around 38 other dogs, left to fend for themselves, mostly in the Glades area.  "Many of them were loose inside fenced yards, some were loose in the community where they just got turned loose or some were tied and left in small cages," says Walesky. "One of the dogs was left tied to a structure with a bowl of water and a bunch of bananas." It's not just sad, it's a crime. "And there is no excuse for leaving your pet behind to die. We are going to hold accountable those who we can prove left their dogs behind in the storm," says Aronberg.   1261

The government’s leading infectious disease expert told CNN on Thursday that the NFL will need to take significant steps in order to conduct a season this fall.During an interview with CNN, Dr. Anthony Fauci said that the NFL will need to consider playing games in a “bubble,” much like how the NBA and MLS plan on resuming their seasons later this summer."Unless players are essentially in a bubble -- insulated from the community and they are tested nearly every day -- it would be very hard to see how football is able to be played this fall," Dr. Fauci told CNN. "If there is a second wave, which is certainly a possibility and which would be complicated by the predictable flu season, football may not happen this year."Dr. Fauci's comments come as several states, including Arizona and Florida have seen a jump in coronavirus cases. The nation’s air traffic control system is losing controllers faster than it can hire people, according to the Air Traffic Controllers union.“If we don't have enough controllers to open all the positions and we have to combine up positions we have to reduce the capacity,” said Paul Rinaldi, the union’s president.He says the effects of not enough controllers have affected flights in the past."We have seen some situations last summer where we didn't have enough controllers at the facility where airlines did cancel flights," he said. "Right now we're at a 30-year low of certified controllers in a system."In 2017, 1,848 controllers left the job due to retirements, promotions or other reasons, according to the FAA’s Controller staffing report released this year.The FAA hired 1,880 people to be new controllers last year. That’s a gain of 32 controllers. But of the number hired, the FAA lost 735 people who did not pass the required training academy.Only 1,145 passed, far fewer than the number of controllers who left the job last year."We'll keep trying to keep up with attrition and we haven't been able to do that," Rinaldi said.He says if the problem isn’t addressed differently than it currently is, we can expect to be inconvenienced in the future when we fly."You will have some delays on the ground maybe even holding in the air depending on what the staffing looks at looks like at that facility," Rinaldi said. 1435
