SAN DIEGO (CNS) - SANDAG and Caltrans opened a southbound Interstate 5 auxiliary lane in the University City area.The new exit-only lane allows motorists to enter the freeway from Genesee Avenue and continue directly to the La Jolla Village Drive off-ramp without having to merge with freeway traffic.The approximately half-mile auxiliary lane is intended to improve traffic flow, reduce travel delays and increase overall safety in the area. Prior to its completion, the heavily trafficked southbound I-5 off-ramp to La Jolla Village Drive often caused congestion on the freeway, posing a safety risk to motorists.Construction for the I-5/Genesee Avenue Auxiliary Lane project began in July 2019 and required careful work alongside freeway traffic. The million project was made possible by the Road Repair and Accountability Act of 2017, which increased the state gas tax to fund state transportation projects.The auxiliary lane was constructed concurrently with the Mid-Coast Trolley project, which will extend Blue Line Trolley service from Downtown San Diego north to the University community when it opens for service in late 2021.The auxiliary lane runs beneath the Voigt Drive Trolley bridge, one of two locations where the future trolley will travel over I-5. 1278
SAN DIEGO (CNS) - San Diego County health officials reported 228 new COVID-19 infections, the smallest daily increase since June 19, raising the county's cumulative caseload to 32,975.No new coronavirus fatalities were reported Monday. The total death toll remains at 594.County health officials also reported five community outbreaks, bringing the number of outbreaks in the past week to 14.The latest outbreaks were reported in a restaurant, a restaurant/bar setting, a government office, a business and a grocery store, according to the county Health and Human Services Agency.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.The number of patients hospitalized for treatment for coronavirus totaled 321 as of Monday, with 101 of those patients in intensive care units. Sunday saw the fewest number of hospitalized COVID-19 patients since June.Of the total positive cases in the county, 2,752 -- or 8.3% -- have required hospitalization since the pandemic began, and 689 -- or 2.1% -- were admitted to an intensive care unit.The county's case rate per 100,000 residents Monday was 101.6. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The county reported 7,570 tests Sunday, 3% of which returned positive. SAN DIEGO (CNS) - San Diego County will have enough water for 2019 in spite of low rainfall and high temperatures over the past year, the San Diego County Water Authority announced today.Rainfall during the 2018 water year, which ran from Oct. 1, 2017, to Sept. 30, totaled slightly more than three inches at San Diego International Airport, the county's precipitation measurement site. SDCWA officials say that's 67 percent lower than usual and the county's second-lowest annual rainfall total since 1850.Despite the scant amount of rain, the Water Authority expects that increased water-use efficiency and many water supply facilities will keep the county well-stocked with water for the immediate future. The Carlsbad Desalination plant produces roughly 50 million gallons of safe and drinkable water per day and the San Vicente Dam currently holds about 100,000 acre-feet of water after the Water Authority took action to conserve water resources because of recent droughts.One acre-foot of water, roughly 325,900 gallons, can supply two four-person households for a year, according to the agency."It has been very hot and dry, but we have invested wisely in infrastructure, and regional water use remains well below where it was at the start of the last drought," said Jeff Stephenson, the Water Authority's principal water resources specialist. "In fact, potable water use over the past three-plus years was 17 percent below 2013, which shows that San Diego continues to live WaterSmart."San Diego County currently has "severe drought" conditions, according to a regional classification by the U.S. Drought Monitor, but the investment of more than .5 billion over the last 30 years for local water infrastructure improvements has paid off, according to the SDCWA.Along with that investment and hedging against future droughts, the county is expected to see more rainfall in the coming months, Stephenson said."We are looking for a wet winter locally, and in the Sierra and Rocky Mountains, to help replenish reserves for future years," he said. 2060
SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme.
