BOULDER, Colo – The City of Boulder was hit by a scam artist who allegedly hacked the email system at the Boulder Shelter for the Homeless, convincing the city to transfer more than ,000 into a fraudulent bank account.According to a press release from the City of Boulder, it was a "successful email and financial fraud scam."City officials stated the incident happened early last month, with the scammer gaining unauthorized access to the email system of Boulder Shelter for the Homeless by impersonating shelter staff. They said the scammer sent email requests to the city to change the bank account information used by the shelter to receive city human services funding.According to the city, it processed the change and later transferred ,333.33 to the fraudulent account as part of its routine payment to the shelter.The city contacted its bank to attempt to reverse the payment and opened a police investigation.“In 2017, the City of Boulder enhanced its financial procedures to help make financial transactions more secure,” the city wrote in a statement. “In this situation, financial procedures to verify the authenticity of the request to change bank information were not followed. The Finance Department is conducting an internal investigation related to the fraudulent activity and the failure to comply with city procedures. While the city will not comment on specific personnel matters, it will take appropriate disciplinary action up to and including termination of staff.”  Greg Harms, the executive director of the shelter, spoke with the Boulder Daily Camera about the situation. Both the COVID-19 pandemic and conversations about race happening now are shining a light on mental health.One in five adults experience mental illness each year. Only one in three Black adults who need mental health care are getting it.The reasons range from socioeconomic disparities, like access to health insurance, to the stigma in the Black community around getting this care.Another issue, the latest numbers from the American Psychological Association show 4% of psychologists in the U.S. are Black.“You know, I think a lot of these guys, they've been going to the same barber since they were 5 years old or maybe only went to a couple of barbers in their whole life and so it's their relationship,” said Lorenzo Lewis, founder of The Confess Project, which trains barbers to become mental health advocates.That training includes learning active listening, positive communication, validation and stigma reduction.Lewis says the barbershop is a good place for this because it's really the only place in the Black community, besides the church, where everyone from all socioeconomic backgrounds come. And they visit more frequently than they would their own doctor.He says he recognized the need for mental health help among black men, but saw it wasn't accessible to them.He is hearing conversations in barbershops change especially now with the issues the Black community is facing.“I think, if nothing else, it is more of a preparation conversation around life success and what in which we know when individuals are successful in life, career, health and their relationships, that they will have a quality mental health,” said Lewis.The mental health training for barbers is being offered in some cities in person, or you can take the virtual course. Bill Cosby's sentencing hearing is set for September 24 and 25, according to a court order from Judge Steven O'Neill.Cosby was found guilty last month of three counts of aggravated indecent assault for drugging and sexually assaulting Andrea Constand at his home in a Philadelphia suburb in 2004.The 80-year-old comedian faces up to 10 years in prison on each count, although the actual sentence is likely to be much shorter."He was convicted of three counts of (indecent assault), so technically that would be up to 30 years," Montgomery County District Attorney Kevin Steele said after the verdict. "However, we have to look at a merger of those counts to determine what the final maximum will be."Some legal experts have said they do not think Cosby will spend any time behind bars. His defense team has said it will appeal the guilty verdict, and it is possible that O'Neill will allow Cosby to remain on house arrest until that appeal is resolved.For now, Cosby is not permitted to leave his Pennsylvania home. If he does leave the state for another home, it would have to be arranged ahead of time, and he would have to wear a GPS monitoring device, the judge ruled.Janice Baker-Kinney, who testified that Cosby drugged and raped her in 1982, said he should spend time in prison."I believe that it's essential he spend time in jail, and it wouldn't break my heart to see him spend the rest of his life in jail," Baker-Kinney said after the verdict.In general, judges can take any number of factors into account when issuing a sentence.
