SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a man at gunpoint in the parking lot of the Mission Valley mall.It happened around 7:35 p.m. Monday in the parking lot of the Nordstrom Rack at 1640 Camino Del Rio North, San Diego police Officer John Buttle said.A man, whose age was not immediately available, was sitting in his blue 2007 Hyundai Sonata -- with California license plate 5XXK569 -- when two men approached the driver's side of his car, Buttle said. One of the men pulled out a black semi-automatic handgun and pointed it at the victim, demanding he give up his car, the officer said. The victim got out of the car and both men got in, then one of the men noticed the man's cell phone in the vehicle and demanded the passcode before the pair fled eastbound on Camino De La Reina in the Hyundai, Buttle said. 853

SAN DIEGO (CNS) - San Diego County's Vector Control Program will conduct two mosquito-fighting larvicide drops this week after recent heat waves and high tides increased insect populations, the county announced today.Vector Control staff will conduct their fifth aerial application of the summer on Wednesday, using a helicopter to drop batches of a granular larvicide on about 48 rivers, streams, ponds and other waterways.Vector Control uses aerial applications to abate mosquitoes that could potentially transmit West Nile virus, according to the county. On Saturday, staff will conduct a smaller drop on portions of Los Penasquitos Lagoon and San Elijio Lagoon in Cardiff to reduce saltwater mosquito numbers.High tides can expand lagoon water into areas that are normally dry, creating new pockets of stagnant water where mosquitoes can breed, especially when combined with rising temperatures. The county treats more than 1,000 acres of waterways, stretching from Chula Vista in the south to Fallbrook in the North and Oceanside in the west to Lakeside in the east.County to Conduct Two Mosquito Larvicide Drops This Week Eds: County spokesperson Gig Conaughton can be reached at (858) 692-7214. SAN DIEGO (CNS) - The San Diego City Council voted unanimously, 9-0, today in favor of building a new fire station at UC San Diego. The fire station is the first on the campus and will serve UCSD students, faculty, staff and the school's surrounding neighborhoods. The station will be located in the campus' northwest corner at the intersection of North Torrey Pines Road and Northpoint Driveway."UC San Diego is pleased that the San Diego City Council has approved a fire station to be built on the campus," UCSD Chancellor Pradeep K. Khosla said. "We look forward to working together with the City of San Diego on this vital project. UC San Diego is significantly growing its enrollment to make the university one of the nation's premier residential campuses and it is critical that we address life safety issues as part of our growth."More than 36,000 students currently live on UCSD's campus, with the school planning to add another 20,000 student beds by 2022. According to city officials, the rapid campus growth has led to an increase in incidents in an area that is currently outside the area that existing fire stations can cover.According to UCSD and the city, the new fire station will include three fire apparatus vehicle bays, administrative offices, a kitchen and dining area, a training room, an exercise room and crew quarters. The 10,500-square-feet facility will accommodate 12 San Diego Fire Department crew members once built. 1453

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting. The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said. One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications. The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult. If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. The service area would then be left with public safety radio communication powers. 1966

SAN DIEGO (CNS) - Some people making emergency calls to the San Diego County Sheriff's Department on Verizon phones experienced problems connecting with dispatchers for part of the day Tuesday. It was not immediately clear what was preventing 911 operators from hearing certain -- but not all -- calls made on the Verizon network, sheriff's public-affairs Lt. Karen Stubkjaer said. The regional law enforcement agency worked with the telecommunications company to determine the source of the problem, Stubkjaer said.Officials advised anyone having trouble being heard by a sheriff's dispatcher to hang up, after which the emergency operator will immediately call back. The connection problems were tending to go away on the return calls, Stubkjaer said.By mid-afternoon, the New York-based wireless carrier had identified and resolved the problem, according to Stubkjaer.A Verizon spokesperson did not immediately return a call seeking comment on the issue. 962
