SAN DIEGO (KGTV) -- San Diego County’s District Attorney Monday warned of price gouging amid the coronavirus. During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. The only exception is if businesses can prove their own costs have increased. On March 4, Governor Gavin Newsom declared a state of emergency throughout California. RELATED: Santa Clara County announces first coronavirus deathThe San Diego County Board of Supervisors also extended a state of emergency for an additional 30 days on February 19. “We want county residents to know that we stand ready to protect their consumer rights under the law,” District Attorney Summer Stephan said. “We will strictly enforce violations related to price gouging.”Violations of the price gouging statute could face up to a year in prison and a fine of up to ,000. "We're going to go out when we get citizen complaints and provide them notice and explain to them what the law is," said Damon Mosler, Chief of the Economic Crimes Division for the DA's office. "Do not take advantage of people during the time of crisis or perceived crisis," said Mosler. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help locating a suspect wanted for shooting and killing a 27-year-old woman.Police say Robert Reed reportedly shot Sylvianita Widman during an apparent road-rage incident on the 100 block of Meadowbrook Drive at 5:30 p.m. Monday.According to police, two cars were traveling north down Meadowbrook when they both stopped and the passengers got into an argument.RELATED: Woman dies after being shot in a Skyline intersectionWidman then reportedly approached Reed while he was in his car. That’s when police say Reed shot her.Reed is described as a black man, 38-years-old who is five feet, 11 inches tall with brown hair and brown eyes.Anyone with information is asked to call Crime Stoppers at (888) 580-8477. 786

  

SAN DIEGO (KGTV) — San Diego Police are asking the pubic for help identifying a group of suspects they say assaulted a male outside a Pacific Beach restaurant this month.Police said the victim got into an argument with a group of men outside Backyard Bar and Grill on Garnet Ave. on April 1, at about 1:30 a.m. During the argument, one of the suspects punched the victim in the face three times.After the victim walked across the street to get away from the group, the suspects followed him and repeatedly punched and kicked him while he was on the ground, police added.The victim was taken to a nearby hospital with major head and facial injuries. He underwent reconstructive surgery of his face due to the severity of his injuries, police say.The group of men fled before police arrived on scene.Anyone with information about the suspects is asked to call San Diego Police at 858-552-1700 or Crime Stoppers at 888-580-8477. 933
