SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) - Surveillance video captures a burglar on the move inside a popular restaurant in Mira Mesa, and his crimes may be escalating.Inside the kitchen of T.P. Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant.When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen. SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand. SAN DIEGO (KGTV) -- The man accused of shooting two people outside a Metallica concert in the Gaslamp, including an off-duty sheriff’s deputy was back in court Tuesday.In July Ray Pitoau had his first trial. He was found guilty of three firearm charges, including felon in possession of a gun.The jury deadlocked when charging him with three counts of assault with a deadly weapon. "When I see the gun it was like okay you know what I mean, just show it to these guys. It be like okay split parts, I run this way they run that way. It be cool," Pitoau said.Pitoau was asked by the defense attorney and prosecutor to recollect the night of August 7, 2017.
