For an outgoing, two-term Republican governor who only two years ago won the Ohio presidential primary, a final state GOP fundraiser should be almost a victory lap, a chance to reflect on the last eight years.But when the GOP faithful gather in Columbus on Friday, Gov. John Kasich won't be there.That is due in large part to the fact that the guest of honor will be the man who has emerged as Kasich's main political rival, President Donald Trump.Kasich was one of the few Republicans not to endorse Trump in 2016 general election and has remained one of his staunchest policy critics since Trump took office. Four suspects that were allegedly involved in the murder of Baltimore County Police Officer Amy Caprio have been identified and charged as adults.Eugene Genius IV, 17, Darrell Ward, 15, Derrick Matthews, 16, and Dawnta Harris, 16, are all being charged with first-degree murder after Caprio, was run over by a car and killed on Monday. Genius, Ward, and Matthews are also facing first-degree burglary charges as well. On Monday, the teenagers were allegedly breaking into homes in the Perry Hall area when Caprio responded. Genius, Ward, and Matthews were reportedly inside a home when Caprio arrived.Harris was waiting in a Jeep Wrangler, and when Officer Caprio told him to get out of the car he allegedly ran her over and then drove away. After a multi-day manhunt, al four teenagers are in police custody.According to charging documents, Genius was arrested a day after the murder occurred and objected to his murder charges, saying that he was in the house when the murder happened. Florida is racing to refill its drained gas stations to allow millions of residents to return to their homes following mass evacuations caused by Hurricane Irma.Historic demand for gasoline sparked major gas shortages in the days before Hurricane Irma struck Florida over the weekend.At least 60% of the gas stations in Miami-Fort Lauderdale and Gainesville are without fuel, according to estimates on Monday morning from crowdsourcing platform GasBuddy. Roughly half of the gas stations in Jacksonville, Tampa, West Palm Beach and Fort Myers are also empty after Floridians took to their cars to flee the path of the storm.These widespread gasoline outages threaten to make life even more difficult for Florida residents as they try to return home to see if their property suffered damage from Irma's powerful winds and storm surge.The big key to fixing the gas shortages will be getting Florida's ports reopened to receive fuel shipments. Florida has few refineries of its own, making it reliant on tankers and barges to meet virtually all of its huge appetite for fuel.Hurricane Irma forced the closure of most major Florida ports as of Friday evening. The ports are unlikely to reopen until Tuesday at the earliest, according to Goldman Sachs. That suggests just a "gradual" restocking of Florida's gasoline supplies, the investment bank wrote in a research report on Monday."Without the ports, there's no fuel flowing. FORT MITCHELL, Ala. – A 5-year-old boy was struck and killed by a vehicle on a busy Alabama highway Sunday night after reportedly being forced out of a car as punishment.Russell County Sheriff Heath Taylor told WTVM that the boy, Austin Birdseye, was riding in the car with his mother’s boyfriend, 35-year-old Bryan Starr, when the child began “being unruly.”Taylor told CBS News that Starr had taken the boy on a drive that night to “calm him down” after he acted up at home.During the drive, Taylor says Starr pulled over, told Birdseye to get out of the vehicle and then lost sight of him in the rain. The boy ended up wandering onto Highway 165 in Fort Mitchell, where he was fatally hit, according to the sheriff.Starr was arrested on a murder charge, but he has since bonded out of jail, CBS reports. If convicted, he could reportedly face 20 years to life in prison.Taylor believes Starr made a horrible decision. He said he understands trying to discipline the child, but the way Starr did it was “mind-boggling.” He told CBS that it serves as a lesson to parents.“There's way to discipline your child, but we have to do it the right way and we can't do it in a way that's going to potentially bring harm," Taylor said.Starr is in the military, stationed at Fort Benning.
