SAN DIEGO (KGTV) -- Gas prices continue to soar in Southern California, rising nearly two cents more Monday. According to figures from AAA, the price for a gallon of gas gone up more than 50 cents in less than a month. AAA also says that the price has risen for 21 consecutive days and 27 of the last 28 days in San Diego County. RELATED: San Diego's gas prices could soon hit average, something not seen for yearsThe price per-gallon is more than 20 cents more than a week ago, 51.7 cents more than a month ago and over 27 cents higher than a year ago. California's gas tax is also set to increase by 5.6 cents on July 1, 2019. Meanwhile, the national average for a gallon of gas Monday was .74.AAA says a series of refinery issues reduced gas supplies.Bloomberg Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants all experienced shut downs and stalls in oil production due to various problems. SAN DIEGO (KGTV) - Friends of the Marine hit and killed in the Midway area said Monday the driver who struck him and left is a coward.Victor Molinar, 18, of Chicago had just graduated from boot camp and was stationed at Camp Pendleton about to start combat training. Ricardo Camacho met him in basic training and got the terrible news over the weekend.“He was a good kid, always say making people laugh. He had a good head on his shoulders. From the start when I met him, I knew he’d be a good Marine," said Camacho.Molinar was out with his friends Saturday night visiting the local night spots on Midway Drive and somehow got separated from his friends. They went to look for him and found his body in the road.Police say the driver who hit Molinar fled the scene. No suspect has been identified.“He was willing to give up his life defending his country and do all the right things and for him to do that and not even stopping to see who it was? It just sucks," Camacho said.Camacho told 10News the Marines have a buddy system and doesn’t know why Molinar was by himself. Police are looking for the suspect, but have little to go on right now. Camacho, who is having a hard time coping with his loss, told 10News he knows one thing about the suspect. “He’s a coward. Bottom line. Karma plays a big part in things, and he’ll get his. If he ran then he won’t come forward they’ll just have to find him. If he didn't do it then. He won’t come forward. SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. Rip currents are currents of water that flow out from shore, potentially pulling swimmers and surfers away from land, according to the National Oceanic and Atmospheric Administration. 63 people in California died in rip currents between 1999 and 2013, second only to Florida in fatalities. You can greatly increase your chances of survival by swimming at a beach with lifeguards, the USLA says. The odds of drowning while swimming at a USLA-affiliated lifeguard protected beach is 1 in 18 million, the group claims.Anyone in the water - or thinking about getting into the water - should look for a gap of seemingly calm water between areas of breaking waves, a difference in water color, or a line of foam or debris moving out to sea.
