NATIONAL CITY, Calif., (KGTV) -- National City Police needs your help in locating a missing man. 35-year-old Melvin Ray Lachica was last seen at the Aloha Village Apartments on East 9th and Palm Avenue in National City on August 13, 2019. The Marine Veteran is 5'6'' tall, about 170 lbs, and has a skin-colored old scar on his forehead. Lachica's family says he suffers from PTSD. Family and fellow former Marines searched for Lachica in the Mission Trails area Saturday, hoping to locate him there. However, they did not find him. MILWAUKEE — Jacob Blake is out of the hospital and in a rehabilitation center, his attorney says.Blake was in Froedtert Hospital since Aug. 23, when Kenosha Police Officer Rusten Sheskey fired seven rounds into Blake's back.Blake's attorney declined to say when exactly Blake left the hospital, or how long he is expected to remain at the rehabilitation center. Blake's family said he had been paralyzed from the waist down. It appears his condition has improved somewhat, as he is now recovering in an unidentified rehabilitation center.Blake was initially handcuffed to his hospital bed after the shooting. Police said at the time that the handcuffs were necessary because Blake still had an outstanding warrant on him. After he posted bond and with the help of local lawmakers, the handcuffs were removed, and the police officers guarding his door left.Officer Sheskey has not been charged in the shooting. Sheskey's attorney says the officer believed at the time that Blake may have been trying to drive off with a woman's child.On August 23, Officers were initially called to a domestic incident. There, they attempted to arrest Blake on an outstanding warrant for third degree sexual assault charges. Blake tried to get into his car, when the officer fired his service gun into Blake's back.The shooting quickly became national news as protests erupted in Kenosha and across the U.S.After a few nights of demonstrations in Kenosha, a 17-year-old man opened fire on the crowd, hitting three people. Two people died and the third was taken to the hospital. The teen, Kyle Rittenhouse, was arrested at his home in Illinois and he is now facing extradition to Wisconsin and charges in the shooting deaths. NATIONAL CITY (KGTV) - National City mayor Ron Morrison is asking voters to change term limit rules to allow him to run for a fourth term in November.Morrison supports Measure B in next month's June 5 special election. Measure B would establish term limits for the mayor, city council, city clerk, and city treasurer. Officials could serve up to two four-year terms. However, it would essentially reset the clock, allowing Morrison to run in 2018 and 2022."If they want to keep the people in office that are in right now, whether it's the mayor, councilpeople, city clerk, city treasurer, they should have that right to be able to do that," Morrison said in an interview with 10News.National City voters passed Measure T in 2004, which imposed term limits only on the mayoral position, allowing three terms. Morrison was first elected Mayor in 2006.Opponents have put their own measure on the June ballot, Measure C. It would establish the same term limits, but count Morrison's time as mayor, meaning he could not run again.City councilmember Alejandra Soleto-Solis, who is running for mayor, supports Measure C, telling 10News it's time for new blood in the mayor's office. She opposes Measure B."It's one person trying to create a loophole for himself, at the cost of 3,000 for National City taxpayers," Soleto Solis said, referencing the cost for June's special election.Should both measures pass, the measure which receives the most votes will be enacted. 1476

(KGTV) -- The skateboarder injured during a hit-and-run in National City Friday has died, a family member tells 10News.According to the relative, the man suffered severe brain damage from the crash.“The whole family is torn apart and want justice,” the family member said.RELATED: Motorist sought in National City hit-and-run crashAccording to National City police, the man was skateboarding with friends along Palm Avenue around 12:30 a.m. when a driver traveling northbound hit him.Police say the driver left the scene, leaving the skateboarder in the street.Witnesses told police the driver was a woman.
