SAN DIEGO (KGTV) -- A judge has ordered a man charged with attacking and stabbing two women to stand trial. A preliminary hearing was held Tuesday for Patrick Douglas, 51.Douglas is charged with two counts of attempted murder in connection with two stabbings in El Cajon and La Mesa on the same day.Police in La Mesa said a female Frito Lay delivery driver, later identified as 35-year-old Dina Hammond, staggered into a 7-Eleven where she had just made a delivery after being stabbed several times.RELATED: Pursuit suspect arrested for pair of stabbings in La Mesa, El Cajon?Hammond was rushed to the hospital in stable condition following the stabbing.Shortly after, Police in El Cajon received a call after a woman was found with stab wounds at a strip mall. The woman, later identified as Shawntey Palmer, was also in stable condition after being taken to the hospital.After the stabbings, Douglas led police on a chase after a Mercedes-Benz matching the description of his car was spotted.During the pursuit, Douglas reached speeds of more than 100 miles-per-hour before the car was found abandoned.Douglas was eventually located and arrested. 1161
SAN DIEGO (KGTV) — A Kearny Mesa company that trains military and first responders at a local movie and TV studio is pivoting to help solve the county's homelessness crisis.Strategic Operations, located in the backlot of Stu Segall Productions television and movie studio, says it plans to begin building temporary housing for homeless families out of shipping containers.The studio lot is filled with shipping containers that have been converted into commercial, residential, and industrial settings to help military, first responders, and medical professionals train. Kit Lavell, Strategic Operations executive vice president, says that the same approach can be brought to constructing temporary housing, which they're calling "Strategic Habitats," and for less."Strategic Habitats are larger than hotel rooms, which recently have been converted to homeless housing, while our Strategic Habitats are priced 30 to 40 percent less than converted hotels or new construction," Lavell said in a release. "Additionally, Strategic Habitats are much quicker to complete over new construction and the units can easily be assembled in a variety of configurations and placed on parking lots or any open property."The 480-square-foot containers will be furnished with plumbing, air conditioning and heating, a double-burner stove, microwave, and refrigerator. Bedrooms will sleep two adults and two children and the housing units can be placed side-by-side or stacked. Lavell says several city officials have visited to tour the potential tool to address the region's homelessness.Ashley Bailey, senior press secretary and director of digital media with Mayor Kevin Faulconer's office, said in a statement that the idea is still in its early stages."The City is open to exploring all solutions that help create more housing stock and address homelessness. This idea is in its early stages, and would need to be vetted to ensure that the units are equipped with proper safety and habitability features, as well as the ongoing care that many individuals need. SAN DIEGO (KGTV) - A North Park barber salon is on the brink of shutting down due to the coronavirus.Melissa and Christopher Cage met in high school. Melissa grew up in Watts and Christopher grew up in West L.A."I love it, you know, it made me who I am. It made me strong," Melissa said.Christopher said it was a dangerous place to grow up, "shootings, drive-bys, everything. That's why I wanted to get my kids away from that."They got married and in 2013, Christopher was laid off. They had three kids with a fourth on the way and at that moment he said he would never work for someone else again.He went to barber school. Five and a half years ago the family picked up and moved to San Diego with a dollar in Christopher's pocket."I think I gave my last dollar to a bum," he said, his wife nodding behind him. They were grateful to live in their aunt's living room as they saved up for a new place. They built up enough money to rent a run-down North Park house. They remodeled it and created Originality Barber Salon. Christopher has a row of barber chairs in the front half of the business and Melissa has a serene intimate salon in the back.Their challenges didn't end when the doors opened. Melissa said their biggest challenge was being accepted by the neighborhood.In 2018, someone spray-painted a racial slur in front of their shop. They cleaned it up and used it as motivation to succeed."I'm not going to fight hate with hate, I'm not going anywhere so you're just going to keep seeing me, so might as well," Melissa said.When the pandemic first hit, they kept their positive attitude, looking at it as a vacation."It was a vacation but then it started to get a longer vacation and I'm like okay, we're starting to dip into our savings now. I'm like we need to start figuring something out," she said.They were able to reopen for a few weeks, due to the county orders, and then, forced to close again.Multiple loan applications were denied. They said they were trudging through the permitting process to work outside. When Monday came and barbers could once again work indoors, Chris said it could be too late.They have a child with health issues, putting her at greater risk for catching the coronavirus, so they're trying to balance safety with finances.The couple said their goal of the business is to leave something for their children. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. SAN DIEGO (KGTV) — A new scam appears to target local Amazon customers worried about being victims of package theft.Neighbors at the Escala community in Mission Valley say package thefts have been an ongoing problem for the last few years.Could the trend be providing fuel for a scam? A recent encounter at the housing complex could point to a new method by scammers.Adriana Alberdi, who has lived at the complex for a decade, said she and other residents received an email from the property management company describing a recent visitor.According to the email, the man — described as blond and in his early 20s — was wearing a lanyard connected to a tablet. He had business cards and claimed to work at Amazon. At one point, the man went to the on-site office pushing to install an Amazon Key device in homes. The new service allows Amazon to gain access to a home or car to deliver packages and keep them from getting stolen.The email says the man was "pushy" and "argumentative," before finally leaving. Amazon confirmed the man was not an employee."It's like you're getting robbed of your security. You don't know who to trust anymore," said Alberdi. "This is new. I have never heard about this."Amazon says their employees don't go door-to-door. Anyone interested in Amazon Key has to contact the company by phone or through their website. 1354
