SAN DIEGO (CNS) -- San Diego lifeguards and firefighters Sunday rescued a surfer who suffered a medical emergency while in the water in the Bird Rock area, authorities said.At 12:36 p.m., lifeguards and firefighters from the San Diego Fire- Rescue Department responded to the cliffs near Calumet Park about a surfer experiencing an unknown medical emergency, Lt. Andy Lerum of Lifeguard Services said.The man in his 60s experienced a possible heart-related ailment or seizure, but rescuers were not sure of the exact nature of his medical emergency, Lerum said.The man swam to the beach, where he collapsed and lifeguards began tending to him, the lieutenant said. He was taken by stretcher about 30 yards to the bottom of the cliff.Firefighters used the department's Rescue 44 truck, equipped with a crane, to lift the surfer from the beach to the top of the cliff, Lerum said. An ambulance then took the man to a La Jolla hospital for evaluation. He was reportedly in stable condition. 995

SAN DIEGO (CNS) - San Diego Pride and its associated congregations rebuked the United Methodist Church Thursday for its recent decision to maintain its bans on same-sex marriages and LGBTQ clergy.The United Methodist Church announced the decision Tuesday at its General Conference after a group of international delegates voted in favor of maintaining the church's current rules. The delegates also voted down a new set of proposed rules that would have let each church decide how to handle issues of sex and gender.``The traditionalists within the United Methodist Church have chosen to exclude and marginalize LGBTQIA+ Christians whose only desire is to serve their church and express the Love of God in the world,'' said Brandan Robertson, the lead pastor at Missiongathering Christian Church. ``Nothing could be more antithetical to the message Jesus embodied and proclaimed.''According to San Diego Pride, 65 percent of people in the LGBTQ community identify as religious or spiritual in some way. The organization runs an interfaith coalition called DevOUT and hosts an annual interfaith service at St. Paul's Cathedral to celebrate tolerance of faith and sexuality.``This week was hard for many who have worked with determination for so long to help the United Methodist Church join the many other open and affirming congregations and faith institutions around the world in their full embrace of the LGBTQ community,'' said San Diego Pride Executive Director Fernando Lopez. ``We stand in solidarity with those who continue to fight for their place within their own families and faith.'' 1602

SAN DIEGO (CNS) - The Del Mar Thoroughbred Club announced new and enhanced safety protocols for horses and jockeys Wednesday which will be in effect for the Del Mar race track's 80th racing season which begins July 17.The initiatives include a mandate for a five-person review panel to analyze each horse's racing, medical and training history to ensure each horse is safe to race and a ban on the use of nonsteroidal anti-inflammatory medication fewer than 48 hours before a race or a workout. Previously, NSAIDs were allowed up to 24 hours before a race or workout.The approximately 1,850 horses stabled at Del Mar will also be subject to increased random testing and analysis, veterinary observation and stable security measures to make sure horses are jockeys are following track rules.Riding crops will be prohibited during morning workouts and could be restricted further as the track continues consulting with the California Horse Racing Board and the Jockey's Guild.RELATED: What you need to know about Opening Day at the Del Mar RacetrackIn addition to its enhanced safety protocols, the DMTC announced the creation of an advisory committee of trainers, veterinarians, jockeys, racing surface maintenance experts and track management to continually discuss how to make Del Mar as safe as possible.``Del Mar continues to strive to provide the safest environment possible for our equine and human athletes for both racing and training,'' said DMTC CEO Joe Harper.``We have a responsibility to implement the best practices for safety and welfare and the further responsibility to educate the public about these practices and about the extraordinary levels of care provided to our equine athletes.''The club announced the increased safety measures at a time when horse racing is under unprecedented criticism from animal rights activists. Gov. Gavin Newsom signed a bill last week allowing the CHRB to suspend racing licenses and race days at Santa Anita Park in Arcadia without public notice due to an unprecedented wave of horse deaths and fatal injuries at the track.A total of 30 horses died during Santa Anita's racing season, which ran from Dec. 26-June 23. The deaths led to calls for increased safety measures and an indefinite closure of the track while state officials investigate the cause of the deaths.The DMTC dealt with a similarly deadly racing season in 2016, when 17 horses died during Del Mar's racing season. After remaking its dirt track with the help of race track consultant Dennis Moore and implementing additional safety measures like adding a radiology and ultrasound facility along the track's backstretch, only five horses died during Del Mar's 2017 season and six during its 2018 season.After instituting the changes, Del Mar has been rated one of the safest horse racing venues in the U.S., tallying only 0.79 horse deaths per 1,000 starts last year, according to the Jockey Club Equine Injury Database. According to the DMTC, the national average was 1.68 among tracks that reported their fatal injuries.``Significant thought, due diligence and stakeholder input went into the crafting of the reforms we are implementing this summer,'' said Tom Robbins, the DMTC's executive vice president of racing and industry relations.``All of us recognize our responsibility to ensure the safety and welfare of the horses that race and train here. We are very appreciative of the cooperation from industry stakeholders including our owners and trainers.''The Del Mar Thoroughbred Club is scheduled to begin its summer season July 17 and continue through Sept. 2. SAN DIEGO (CNS) - San Diego County supervisors voted Tuesday for Dianne Jacob to serve as board chairwoman, and approved Greg Cox as vice chairman.By a 5-0 vote, the board also voted in Jim Desmond as the chair pro tem. Desmond, who succeeds Bill Horn as District 5 representative, made a motion for the leadership change based on the board rotation policy.The vote came after outgoing board Chairwoman Kristin Gaspar made a short speech on her time in the leadership role.She cited numerous board accomplishments, including the formation of working groups on the regional homeless problem and county road policies."This year has been incredible," Gaspar said. Kamala Harris questioned U.S. Customs and Border Protection Commissioner Kevin McAleenan on the economic fallout of last month's nearly six-hour closure of the San Ysidro Port of Entry during a Senate Judiciary Committee hearing Tuesday in Washington, D.C. CBP fully closed the San Ysidro Port of Entry to vehicles from 11:30 a.m. to around 5 p.m. Nov 25 after a group of asylum-seeking members of the migrant caravans in Tijuana attempted to cross the border and illegally enter the U.S. CBP agents used tear gas and pepper ball guns to quell the crowds. According to Harris' office, businesses in the city of San Ysidro lost .3 million due to the closure. Roughly 5 billion in annual gross regional product in San Diego and Imperial counties is reliant on interborder commerce. ``You can appreciate that there's a lot of concern in that part of our state from business owners, especially when the president has threatened to `permanently close the border,' that there would be real economic harm to that region,'' Harris said. According to McAleenan, the agency remains in daily contact with the San Diego Association of Governments and the San Diego Regional Chamber of Commerce regarding the closure and its economic effects. The CBP is also conducting a review of the incident, which McAleenan said happens after every use of force. ``I personally wrote into our operational plan the need to maximize legitimate trade and travel while we made sure that any caravan arrival would be managed in a safe way, so I delegated that authority to the lead field coordinator in San Diego area,'' McAleenan said. ``They actually opened it up a little bit before they felt that we had full resolution, because they thought it was a secure enough situation. And they worked very hard to catch up on the traffic backlogs.'' Harris also requested data from the CBP on how many migrants the agency has referred for prosecution for trafficking allegations. Federal officials, including Department of Homeland Security Secretary Kirstjen Nielsen, have suggested that a significant number of migrants pose as so-called ``fraudulent families'' in order to gain asylum. Federal officials have also argued that the Trump administration's family separation policy was an effort to deter such practices. ``We are tracking our criminal referrals carefully, and we can certainly cross-designate that with the folks that have been part of a fraudulent family unit, so we'll share that with the committee, as well,'' McAleenan said. 2545
