SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. SAN DIEGO (KGTV) — Locals and visitors in San Diego's mountains Friday awoke to a winter wonderland of snowfall.A Thanksgiving storm brought a fresh coating of snowfall to the county's higher elevations, including areas of Julian, Descanso, Palomar Mountain, Pine Valley, and Mt. Laguna. A winter storm warning will continue through 10 p.m. Friday.San Diego mountains can expect to see about 10 to 18 inches of snow above 5,500', 10News meteorologist Megan Parry reports. Areas between 3,000 and 4,000 feet will see trace amounts to 2 inches of snow, and areas 4,000 and 4,500' can expect about 3 to 8 inches. SAN DIEGO (KGTV) – It's exploding in the wellness industry, but is CBD safe? 10News visited a San Diego lab that tested CBD products for ingredients like pesticides and heavy metals. The results were surprising to lab personnel. Shelby Huffaker is the lead cannabis educator at Torrey Holistics in Sorrento Valley. The licensed dispensary recently conducted its own CBD study to show customers just how unreliable the open market can be. "We collected about a dozen different products from various locations around San Diego and also on the internet," she tells 10News. Torrey Holistics collected samples from places like farmers' markets, grocery stores, and the internet. The company bought CBD products such as lip balms, caramels, creams, and bath bombs, then sent to San Diego's Infinite Chemical Analysis Labs. "It's pretty busy right now with it being harvest time," says David Marelius, Ph.D. He's the co-founder of Infinite Chemical Analysis Labs, which tests cannabis and related products. "People are definitely trying to take advantage of the CBD boom right now," he adds. Both CBD and THC come from the cannabis plant, but CBD does not have the psychoactive properties that give you the feeling of being high. CBD received praised for claims of health benefits like reducing anxiety and inflammation. According to Infinite Chemical Analysis Labs, none of the CBD samples purchased on the internet by Torrey Holistics had any CBD in them. Dr. Marelius tells 10News that the majority of the overall samples didn't meet their packaging claims. He adds that the products' potencies were off, and one product had almost 70% less CBD in it than what it advertised. Three of the products reportedly failed for pesticides, although the levels were so low that they likely weren't harmful. "It's kind of the wild west out there," says Sally Greenberg with the National Consumers League. Greenberg tells 10News that CBD sellers often exaggerate the benefits of CBD without having the science to back up the claims. "[They say] that they cure cancer or treat Alzheimer's or treat AIDS," she adds. The National Consumers League is advocating for federal oversight from the Food and Drug Administration, which currently doesn't regulate most CBD. In California, the Bureau of Cannabis Control tests CBD that's sold in licensed dispensaries, like Torrey Holistics. "You're going to want to look for a Batch number or UID number. That ensures that we're able to match the testing results with that specific product," says Huffaker. The dispensary is hoping that the lab results will highlight the importance of researching your CBD before buying. "Everything carried in a licensed cannabis store is going to have to be verified [and] vetted by the dispensary [to be sure] it has gone through the necessary testing," adds Huffaker. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
