SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) — Police are alerting San Diego State students and neighbors after a man reportedly tried to steal a someone's phone before fleeing in a waiting vehicle.SDSU Police say the man approached the victim at about 9 p.m. in the 5500 block of Hardy Avenue on Wednesday. The man wrapped his arms around the victim and tried to take a cell phone from their hands, police say.The victim crouched down, grabbed their cell phone, and began screaming. A passerby saw what was happening and intervened, pulling the man off the victim.The man then jumped in to rear of a white sedan with tinted windows being driven by a second suspect.Police described the first suspect as a black male who appeared about 30 years old, 6-feet tall, with average build, short curly black hair and short facial hair. He was last seen shirtless, wearing dark-colored pants and basketball-style sneakers.The suspect in the waiting vehicle was described as a 20- to 30-year-old black female, wearing a gray or white shirt and her hair styled in a bun.Anyone with information is asked to call SDSU Police at 619-594-1991. 1109

SAN DIEGO (KGTV) — PETA is taking aim at SeaWorld once again, this time hoping to put a stop to the parks' dolphin shows.Officials held a press conference Wednesday to call out the park for what they called "dangerous," "circus-style" dolphins shows. The group argues trainers use dolphins "as surfboards" and have caused "open wounds and extensive scarring" on the animals."SeaWorld ceded to public pressure and said that it would phase out its circus-style orca shows, but dozens of other dolphins are still packed into shallow tanks, forcibly bred, and used as surfboards and launch pads in its shows," Heather Rally, a PETA Foundation veterinarian, said. "PETA is calling on SeaWorld to end these demeaning tricks and stop standing on dolphins' backs and faces."Rally, "Blackfish" director Gabriela Cowperthwaite, and behavioral biologist Dr. Toni Frohoff presented a report Wednesday in regards to their observations at the parks. The three argued that the shows, which are performed at all three of SeaWorld's parks, risk damage to dolphins' lower jaws. The group says this, in turn, can harm joints, strain muscles, and damage the animals' hearing.SeaWorld held its own press conference in response. In a statement, Dr. Hendrik Nollens, vice president of veterinary services at SeaWorld and Busch Gardens parks, called PETA's conference a publicity stunt, adding their paper's claims had no foundation:Their findings are presented in a white paper, which is the equivalent of an online blog, which is not peer-reviewed. They are also presented in a press conference instead of a scientific journal, in the presence of a moviemaker, which should be a red flag to all of us. Make no mistake, at SeaWorld, we are the animal advocates, and the difference is we actually have marine mammal and dolphin expertise; you cannot perform a veterinary exam from the stands.None of these behaviors are a veterinary or animal health concern. We have never diagnosed any injury associated with performing these behaviors, whether during presentations or interactions. If we did, we would have eliminated them by now. SAN DIEGO (KGTV) — Police are looking for the thief who committed a brazen robbery at a South Park metaphysical shop, stealing a ,000 crystal ball in broad daylight in front of store staff and other customers.The theft occurred Monday afternoon around 12:30 p.m. at Crystal Blue Vibrations, San Diego Police said. "This was a lot worse than we thought," co-owner Andrew Lucas told 10News. "That's when we went to the video tape and it showed everything."The thief could be seen casually walking through the store, chatting with an employee behind the counter. He then walked over to the front display, which included several large crystal spheres. He reached in to grab an expensive one, but knocked over a shelf, leaving shattered glass all over and drawing the attention of the employee. However, it appears the employee did not realize the man was attempting to steal the item. While the employee was focused on cleaning up the mess, the the thief can be seen grabbing the crystal ball, placing it on the ground, dribbling it like a soccer ball to the front door, then bending over to pick it up and walk out. "I thought I'd seen it all," Lucas said. "Yeah, it's pretty brazen. It's heartbreaking."Lucas says he plans to limit how much access customers have to certain items in the future. "And more security, but I guess that's what the world is coming to."A police report has been filed. Lucas hopes someone may recognize the thief from the surveillance video and will come forward to identify him. 1513

SAN DIEGO (KGTV) - On Monday evening, a city official put inspection tags the doors of the Barrio Logan warehouse where a platform collapsed this weekend, injuring 21 minors and a few adults. It happened Saturday night at Vault PK parkour gym on Main Street. The facility is closed until further notice.RELATED: Structure collapses at Barrio Logan parkour centerOn Monday, inspectors with the city of San Diego toured the warehouse as part of their investigation, which is still in its preliminary stages. A city spokesperson told us there are "definite code violations" and permit issues, but no further details were released. Cal/OSHA was notified of the incident but is not investigating since no workers were injured. Team 10 verified that Vault PK's business license became active in July. He didn't want his name used but said his son sustained injuries to his foot and his wife has a broken foot. There's no word on when she'll be released.The father says he was at the parkour gym a few days before the incident and told us the facility appeared like it didn't meet proper safety standards.Vault PK also operates a facility in Torrance and told Team 10 investigator Jennifer Kastner the gym is closed for inspections. 1719
