DAKAR, Feb. 13 (Xinhua) -- Visiting Chinese President Hu Jintao held talks with his Senegalese counterpart Abdoulaye Wade in Dakar on Friday to discuss promotion of friendly and cooperative ties between China and the West African nation.     Hu said the bilateral relations have made progress in various fields since the resumption of diplomatic ties in 2005, and facts have proved that the China-Senegal friendship is in the fundamental interests of both nations and will have a promising future.     To cement bilateral cooperation and seek more tangible benefits for the two peoples, Hu proposed both nations keep exchange of high-level visits and deepen political trust, and increase communications and cooperation between the two governments, legislatures, ruling parties and local authorities so as to lay a solid political foundation for bilateral ties.     On the economic front, Hu suggested establishing a bilateral economic and trade steering committee to plan and monitor trade cooperation.     China would like to facilitate Senegalese corporations' efforts to do business in and expand their exports to China, and the Chinese government will encourage Chinese businesses and the China-Africa Development Fund to cooperate with Senegalese businesses, Hu said. Visiting Chinese President Hu Jintao (L) meets with his Senegalese counterpart Abdoulaye Wade in Dakar, capital of Senegal, Feb. 13, 2009    Hu called on non-governmental organizations in both nations to increase exchanges, seek multiple forms of cooperation and enhance mutual understanding.     On international issues, Hu said China values the positive role that Senegal has played in African and international issues, and would like to step up consultation and coordination with Senegal in the United Nations, the World Trade Organization and other organizations, in a bid to safeguard the legitimate rights of developing countries and to promote South-South cooperation and South-North dialogue.     Hu said China will keep its promise made at the Beijing Summit of the China-Africa Cooperation Forum in November 2006 and will not reduce its aid to Africa as a result of China's efforts to address the global financial crisis.     China will urge the international community to pay attention to the difficulties the crisis has brought to Africa and to increase Africa's representation and voice in reforms of the international financial system, Hu said, adding that China would like to further communicate and coordinate with Senegal and other African countries to tide over the crisis.     Wade said he was satisfied with the bilateral cooperation since the resumption of diplomatic ties as China has fully honored its commitments and China-aided programs have been going on smoothly.     He appreciated China's generous support for Senegal in the sectors of infrastructure, agriculture, culture, education and public health.     After the talks, the two presidents witnessed the signing of a number of cooperation deals.     Senegal was the third leg of Hu's five-nation tour. The first-ever visit by a Chinese president was warmly welcomed by local people, with the streets from the airport to downtown Dakar being lined up with Chinese and Senegalese flags and welcoming crowds.

GUILIN, (Guangxi), Feb. 14 (Xinhua) -- China will tighten water resources management and take measures to reduce waste to cope with worsening water shortage, Water Resources Minister Chen Lei said here Saturday.     Water shortage impelled us take into consideration of overall economic and social development and economical use of water resources to ensure sustainable economic and social development, Chen said at a national conference in Guilin, in southern Guangxi Zhuang Autonomous Region.     China is planning to reduce water consumption per unit of GDP to 125 cubic meters by 2020, down 60 percent from now, Chen said.     Water consumption averaged 229 cubic meters per 10,000 yuan worth of products, according to statistics provided by the Ministry of Water Resources (MWR) at the end of 2008. That figure was down 10 percent compared with the previous year.     Statistics released Saturday showed the country lacked 40 billion cubic meters of water every year, with almost two thirds of cities suffering various levels of water shortages.     More than 200 million rural people face drinking water shortages.     At the same time, farmland stricken by drought reached 230 million mu (15.3 million hectares) every year, nearly 13 percent of the total farming area.     The most severe drought in half a century, which is hitting China this spring, affected 111 million mu of crops so far, with 4.68 million people and 2.49 million livestock threatened by water shortages, according to official statistics from the State Flood Control and Drought Relief Headquarters.     "We must take strict measures to preserve water resources in the face of the severe lack of water worsened by factors such as overuse, pollution and drought ," Chen said.     The ministry also expected to increase 79.5 billion cubic meters of water resources by 2020 and secure water supplies for both urban and rural people.     Chen proposed reinforcement of laws and regulations on water allocation, consumption and preservation as a fundamental way to achieve this goal.

WASHINGTON, March 24 (Xinhua) -- In a gross interference in China's internal affairs, the U.S. House of Representatives on Tuesday voted to adopt a resolution arrogantly recognizing the so-called "30th anniversary of the Taiwan Relations Act."     The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States "to provide Taiwan with arms of a defensive character." China has never recognized the legitimacy of the act.     On Feb. 25, two days after the so-called Resolution 55, named Recognizing the 30th anniversary of the Taiwan Relations Act, was referred to the House Committee on Foreign Affairs of the U.S. Congress by 17 representatives, China voiced strong dissatisfaction and lodged solemn representations to the United States over the issue.     "A handful of representatives from the U.S. Congress" had proposed the resolution "despite China's clear opposition," said Chinese Foreign Ministry spokesman Ma Zhaoxu in a press release dated Feb. 25.     It is known to all that the "so-called" Taiwan Relations Act, enacted unilaterally by the United States, had gravely violated the basic norms guiding international relations, said Ma. It also violated the United States' serious commitment to China and intervened in China's internal affairs, he added.     "The Chinese government and people opposed the act strongly from the day it was worked out," he stressed.     It is widely recognized by the international community that Taiwan, an island province separated from the mainland as a result of the Chinese civil war in the late 1940s, is an integral part of China.

BEIJING, Feb. 19 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for innovation and more breakthroughs in key technologies in the country's machinery industry so as to make it globally competitive.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks when attending an award ceremony for role models of the machinery industry.     Jia, also member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, urged efforts to strengthen the sector's innovative capacity and to make progress in key technologies to accelerate and optimize its structural upgrading. BEIJING, April 11 (Xinhua) -- China's foreign exchange reserves rose 16 percent year-on-year to 1.9537 trillion U.S. dollars by the end of March, said the People's Bank of China on Saturday.     It represents an increase of 7.7 billion dollars for the first quarter, but the increase was 146.2 billion dollars lower than the same period of last year.     Outstanding foreign currency loans stood at 235.2 billion U.S. dollars by the end of March, down 11.7 percent year on year.     In the first quarter, foreign currency loans dropped by 8.5 billion U.S. dollars. The decline was 57.3 billion U.S. dollars heavier over the same period of last year.     In March, foreign currency loans rose by 4.3 billion U.S. dollars. The increase was 6.4 billion U.S. dollars lower than the same period of last year.     Meanwhile, outstanding foreign currency deposits rose 28.9 percent, or 7.5 billion U.S. dollars, to 200.3 billion U.S. dollars in the first quarter. The increase was 13 billion U.S. dollars higher over the same period of last year.     In March alone, foreign currency deposits rose by 3.3 billion U.S. dollars. The increase was 1.8 billion U.S. dollars higher over the same month in 2008.     Analysts said the smaller growth of foreign exchange reserves in the first quarter was related with changes in the value of non-U.S.-dollar assets and money flows under the capital account.     In March alone, the foreign exchange reserves rose by 41.7 billion U.S. dollars. The increase was 6.7 billion U.S. dollars higher than the corresponding period of last year.     The country's foreign exchange reserves reduced to 1.914 trillion U.S. dollars at the end of January and 1.912 trillion U.S. dollars at the end of February.     "Changes of foreign exchange reserves in the first quarter were mainly driven by non-U.S.-dollar assets' volatile fluctuation," said Liu Yuhui, an economist with Chinese Academy of Social Sciences (CASS).     During the first quarter, especially the first two months, non-dollar foreign currencies dropped heavily against the U.S. dollar, leaving about 40 percent of the country's non-dollar assets depreciated.     Meanwhile, the country's trade surplus had reduced during the first quarter due to a weakening external demand.     Exports fell 17.5 percent in January, 25.7 percent in February and 17.1 percent in March. In February, trade surplus plummeted by34.3 billion U.S. dollars to 4.8 billion.     "The 7.7-billion-dollar increase in foreign exchange reserves for the first quarter showed the country's economy still depends heavily on external demand," said Mei Xinyu, an economist with the Ministry of Commerce (MOC).     Yuan Gangming, a researcher with the CASS, said the smaller increase in foreign exchange reserves might also be caused by capital flight.     Official statistics show during the first two months, the actually-utilized foreign direct investment dropped by 26.2 percent.     A large proportion of the country's foreign exchange reserves are invested in U.S. treasuries and notes. Last month, the U.S. Federal Reserve announced a plan to buy up to 300 billion U.S. dollars in long-term treasuries. That added to worries in the value stability of the country's foreign exchange reserves.     Mei said the slower growth in foreign exchange reserves could be conducive to the national economic security because less capital would be exposed to devaluation risks.     "The top priority should be to keep the value of foreign exchange reserves stable," said Yuan. He suggested relevant authorities should keep a close eye on flows of foreign reserves and prevent a similar capital flight that happened after the Asian financial crisis.
