SAN DIEGO (KGTV) -- A neighbor says San Diego Police were called to the home of Trevor Heitmann the morning of the deadly freeway crash.According to the CHP, the 18-year-old was in his McLaren sports car when he drove south in the northbound lanes of the 805 freeway near Sorrento Valley Thursday just before 5 p.m. He collided head on with an SUV. Both cars burst into flames.Aileen Pizarro and her 12-year-old daughter Aryana were killed instantly.Heitmann also died. A neighbor, who doesn't want to be identified, says she's known the family roughly 15 years, "he was a normal kid, we went to elementary school with him and everything was totally normal."RELATED: 'The Rock' sends message to grieving SD family"He went off to La Jolla Country Day from then on I mainly saw him playing basketball with a couple of guys in the street, " she said.She said once Heitmann, who was known on Twitter as "McSkillet," started getting into on line video games, he stopped playing basketball outside.The neighbor said she saw police at the family's Carmel Valley home Thursday morning just hours before the fatal crash."There were probably three police cars, I would guess five officers and they were talking to his mother out in the driveway," she said.RELATED: Statement from driver's family in fatal crashShe also noticed an SUV blocking the family's driveway. Heitmann's McLaren sportscar was in the garage and the door was open."Now it makes sense. It was actually blocking the McLaren that was sitting inside the garage," she said.Later that afternoon, she said her husband heard a crash."He saw the McLaren zoom away and then it was a little while later that we had the news on and saw that there was a horrific accident," she said. Shortly after, she said she saw a CHP officer talking to Heitmann's dad.She says that's when she learned from the boy's father that the family had been worried about the 18-year-old's behavior."He told me five days earlier, that Trevor had just snapped, that was the word he used. He started making threats, or started saying he was driving at high speed, down the wrong side of the street and through red lights and he said that's what prompted him to come to San Diego," said the neighbor, who added that the boy's parents were divorced and his dad lived in Colorado.RELATED: Mother and daughter remembered after I-805 crashShe said the teenager's dad also shared with her that his son hit the SUV that was blocking the driveway and nearly hit him."He said he almost hit me. This was him going back to the context of saying he had just snapped. And I said, 'you mean hit you as a person,' and he said, 'yeah I was standing out here because we were supposed to go to a psychiatrist,'" she said.San Diego Police have not confirmed to 10News that officers were called to the family's home that morning. My goal is that maybe, I don't know the level of information that police got, hopefully, we'll find that out. These people were obviously very concerned to the degree that they called the police, especially in the face, they are very private people," she said.Clinical Psychologist Michelle Marie Carcel said forcing a kid who is over 18 to get psychiatric help can be complicated. She said parents need to be clear when calling 911 that they think their child is a danger to themselves or others."The most important thing is to really stress that in the call. I am concerned that my child is going to hurt themselves or hurt someone else, that kind of urgency really triggers that response from the officers," said Carcel.We don't know the circumstances of the call that day or if officers had contact with the 18-year-old. 4059

SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. Both are Democrats. It remains to be seen whether a household GOP candidate will emerge. Tony Krvaric, who heads the Republican Party of San Diego, said he did not know Hansen and that he has encouraged current City Councilman Scott Sherman to run. A spokesman for Sherman said the councilman is strongly considering a run and is hearing encouragement daily. Sherman is also termed out from his council seat in 2020. 2207

It's a trip they've made countless times. They drove across the border into Tijuana in their modified truck, bearing California license plates. Almost immediately, he noticed they had company."Saw a small car with municipal officers get behind me and pulled me over," said Tom, who asked us not to use his real name.He says one of two uniformed officers asked him to get out of the truck and walk over the police car, where the officer checked his driver's license."He explained he was pulling me over for tinted windows," said Tom.Tom says he was asked if he was smuggling drugs. Tom said he wasn't."Then he said, 'Here's the real reason I'm pulling you over. The United States closed the border. People are starving, and I want your money. Don't freak out. Don't say anything, or we'll impound your truck and take you to the courts' ... That was scary. I felt helpless," said Tom.Tom says he handed over the in bills he had in his wallet. He says his wife gave the other officer her ."He gave her back and said, 'I don't want to leave you with nothing,'" said Tom.That officer also left her with more details."My wife said he explained to her that they are just mad at the United States, and they're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom.A ban on non-essential border travel by both governments has been in place since March to limit coronavirus infections. Though cross-border traffic still remains busy, the restrictions have taken an economic toll on both sides of the border."I don't understand why they're blaming Americans. We're struggling too," said Tom.Tom says his police encounter ended when the officers let him go, warning him to stay out of Tijuana to avoid a repeat experience. He plans to take that advice."Myself, I'm not going back down there. It just invites trouble. You don't know who you can trust down there. Americans should be cautious," said Tom.Tom says he didn't report it to Mexican authorities because he feared retaliation. He tells ABC 10News a week after his incident, his brother-in-law experienced a similar shakedown while walking in the same area.ABC 10News reached out to the Mexican consulate in San Diego to find out if there have been any similar reported incidents and are waiting to hear back.In a statement, a spokesperson with the Tijuana government said a formal investigation would be launched "to investigate ... this reprehensible case and to apply the corresponding sanctions ... We cannot let the evil act of an officer demerit the good work that has been done to generate greater confidence in the security authorities." 3030

  

SAN DIEGO (KGTV) — A man who was convicted of robbing a Chula Vista bank and fleeing the scene on a Lime scooter was sentenced on Monday to nearly five years in prison.Mario Daniel Haro, a 32-year-old United States citizen who lived in Rosarito, Mexico, was sentenced to 57 months in prison and must pay restitution for robbing the Chase Bank at 2121 Olympic Parkway in October 2019.In February, Haro admitted to entering the bank, telling a bank teller he had a gun, and handing the teller a threatening note, reading “I have a GUN! Give me all money. NO INK Packages."The teller complied with Haro's demands, officials said, and gave him about ,000. Haro then fled the scene on a Lime electric scooter.“Unfortunately this defendant failed to take advantage of his second chance and committed an additional violent crime,” said U.S. Attorney Robert Brewer. “As this case demonstrates, individuals who reoffend will be investigated, arrested and convicted and usually the sentence will be longer. Hopefully this time the defendant learned a lesson.”The 2019 robbery was Haro's second conviction for bank robbery. He was also convicted of robbing a Chula Vista bank in 2008, officials added. 1200

  

SAN DIEGO (KGTV) -- A judge ruled Wednesday that a Navy commander will face a third trial on charges he tried to rape a junior officer in her home.John Michael Neuhart II asked the judge to dismiss all charges after a second jury was unable to reach a verdict.The judge dismissed charges of assault with intent to commit rape during burglary, burglary and resisting or delaying a peace officer.RELATED: Mistrial declared for former Navy commander accused of rapeThe judge added that prosecutors can proceed with a third trial in January on charges of attempted forcible rape and assault with intent to commit rape.Neuhart now faces six years behind bars and lifetime sex offender registration if found guilty. Neuhart had previously been facing life in prison.In the two trials combined, 21 out of 24 jurors voted to convict Neuhart. The alleged victim said Neuhart sexually assaulted her after they spent time drinking and hanging out with colleagues in 2016.RELATED: Mistrial declared in trial of former Navy commanderThe woman said Neuhart took off her pants and underwear and was physically violent with her. In cell phone video recorded by the woman, she can be heard telling Neuhart to stop as he tried to get the door open. 1238
