The city of Asheville, North Carolina, released "disturbing, difficult to watch" videos from nine body-worn cameras related to the beating and tasing of a man who was suspected of jaywalking, the city said.One video from an officer on the scene shows Asheville police officer Christopher Hickman wrap his arms around the man's neck from behind as they attempt to subdue him.The footage provides greater insight into the August 2017 arrest of Johnnie Jermaine Rush, the man beaten, choked and tased by an Asheville police officer who suspected him of jaywalking.Hickman, 31, was removed from patrol duty a day after the incident. He resigned from the department in January, the same day that he was to be terminated, according to a timeline of the case released by the city council.Video of the arrest recorded by Hickman's body camera was published by the Asheville Citizen-Times on February 28, setting off outrage in the western North Carolina city. The newspaper has not revealed how it obtained the video.Hickman was taken into custody on March 8 and charged with one count each of assault by strangulation, assault inflicting serious injury and communicating threats, the city said.CNN telephoned and emailed Hickman's attorney on Monday afternoon but has not heard back from him.Nine videos releasedIn one of the videos taken after the use of force, Hickman speaks to a supervisor on the scene and admits to using the taser to punch the man in the face several times."I hit him in the face as if it was a club like three times. That was effective," Hickman says. "That's what happened to his left side, I punched him in the face with it about as hard as I could."A Buncombe County Superior Court Judge granted the city's petition to release the video, which was made public Monday at 2 p.m. The city asked to release the videos "in the interest of transparency," the city said on its website."This incident has created a loss of trust within the community, particularly among people of color. The City of Asheville understands that there is substantial work to do to restore the public's trust," the city said.Rush initially was charged with second-degree trespassing and resisting a public officer. He filed a complaint with police the day he was arrested alleging Hickman used excessive force.Police Chief Tammy Hooper watched the body camera footage and ordered Hickman off the street and told him to turn in his badge and gun, according to a timeline from the city.The district attorney and Asheville police agreed to dismiss the charges against Rush in September after watching the body camera footage, according to documents from the City Council.What Hickman's video showedThat video begins as Hickman and his partner stop Rush, then 32, for allegedly jaywalking in the early morning hours of August 25, 2017. After some initial words are exchanged, Hickman moves to arrest Rush, who then flees on foot."(He) thinks it's funny," Hickman is heard saying as he chases Rush. "You know what's funny is you're gonna get f---ed up hardcore."The officers catch Rush and tackle him to the ground. As Rush is being restrained on the ground, Hickman punches him in the head several times, shoots him with a stun gun and puts his hand around Rush's neck."I can't breathe! I can't breathe!" Rush repeatedly yells. "Help! Help!"Later in the video, Hickman speaks with another officer on the scene."I beat the s--- out of his head," Hickman says. "Not gonna lie about that."The ACLU of North Carolina was one of a number of organizations and residents that criticized the officer's actions."There is no excuse for what happened to Johnnie Rush," the ACLU of North Carolina said in a tweet. "Police must protect and serve everyone, regardless of race. Instead, a Black man gets beaten, tased, and choked over jaywalking. That's right, jaywalking."Asheville Mayor Esther Manheimer apologized last month to Rush in a statement on behalf of the City Council."The City Council and I immediately contacted city administration to express our outrage at the treatment of Mr. Rush and our outrage of not being informed about the actions of APD officers," Manheimer wrote. The FBI's top liaison on Capitol Hill is out.Greg Brower, an FBI assistant director and head of the Office of Congressional Affairs, stepped down last Friday after a year on the job. In the role, Brower was on the receiving end of a pack of congressional probes into the law enforcement agency's conduct.The decision, a "tough" one he made of his own accord, Brower said, follows other high-level departures from the bureau as FBI Director Christopher Wray assembles his own team of close advisers."It was tough but I had an offer I couldn't refuse from a great law firm," Brower said in an interview Thursday. "It was very gratifying to be a part of that team. I could not be more proud of how people work and how committed they are to the mission."Brower was appointed to the position by then-FBI director James Comey in March of 2017 after serving as the bureau's deputy general counsel. He will join the lobbying and law firm Brownstein Hyatt Farber Schreck as a shareholder in the litigation department.The work in the legislative affairs office has heated up during Brower's tenure, as the fallout from Comey's firing by President Donald Trump has fanned a growing mistrust of the FBI among some lawmakers and spurred a round of congressional investigations.Not long before Brower's departure, the chairman of the House Judiciary Committee slapped the Justice Department with a subpoena for documents related to a trio of recent controversial decisions made by the FBI, including the move in 2016 to not charge Hillary Clinton after the probe of her email server and the internal recommendation by an FBI office to fire former FBI Deputy Director Andrew McCabe.In response, Wray said last week that the pace of document production for congressional inquiries at the bureau was "too slow" and doubled the number of FBI staff responsible for reviewing the records.On Thursday, Brower said he had worked with the FBI's Office of the General Counsel, which reviews the internal documents for release, before his departure to get a "a better plan in place" to respond to "an unprecedented wave of oversight requests.""That's all really on track," Brower said, adding that his decision to leave had nothing to do with the probes. "As the director mentioned, it's probably taking longer than it should, but the volume is just so unprecedented that we finally had to put more people on it."Brower's year atop the office saw big wins for the bureau on Capitol Hill, including a six-year extension of the controversial foreign surveillance program known as FISA Section 702 in January and the recent passage of the CLOUD Act, which makes it easier for the US to collect data stored overseas."I felt like the biggest things I set off to do in '17 were done and I felt less bad about leaving," he said.Brower is the fifth top adviser to the director to leave his position since Trump tapped Wray to replace Comey in June. 2943

  

The global pandemic has changed what “work” looks like for millions of people, and those changes could become permanent, according to workplace and hiring experts.In a report from Glassdoor looking at job trends in 2021 they remind people that moments of crisis, like the coronavirus pandemic, can present risks and opportunities.Some companies have already announced long-term work-from-home opportunities, are embracing mental health and culture-building initiatives, and are scaling back in-person meetings and positions that are in-person focused.Part of the report focused on jobs Glassdoor predicts will either not exist or will be drastically different in the future because of the pandemic.In 2021, lower-skilled service jobs, education jobs, administrative office roles, sales roles and discretionary healthcare jobs could start disappearing. These findings are based on job listings from October 2019 to October 2020, and noticing trends of decreasing job postings during the pandemic that do not show signs of bouncing back.Some of those jobs specifically include beauty consultants, valets, pet groomers, event coordinators, executive assistants, receptionists, sales product demonstrators, product or brand ambassadors and even sales managers.In education, the higher ed system “is facing an overwhelming financial crisis due to falling enrollment and mandated campus closures, and these jobs may not return for a long time.” That includes college professors and instructors, according to Glassdoor.In healthcare, while frontline workers like doctors and nurses are in high demand, other positions are not as some health needs are being postponed or canceled altogether. Jobs for audiologists, opticians and physical therapists are all down.They do predict that jobs like nursing, warehouse worker and e-commerce sector jobs will continue to increase in number in 2021.This lines up with a recent report from the World Economic Forum that predicted about 85 million jobs around the world would become obsolete by 2025 because of the rapid change to automation and remote work during the pandemic.The WEF report also focused on jobs that will rise in the wake of the pandemic. According to the report, by 2025, roles and jobs that leverage human skills will rise in demand.Machines will primarily be focused on information and data processing, administrative tasks and routine manual jobs.The WEF says emerging professions in the next several years will be in data and artificial intelligence, content creation and cloud computing. They also say employers will be looking for these top skills among their employees: analytical thinking, creativity and flexibility.The report from Glassdoor also looked at workplace benefits and initiatives that employees will begin to expect from an employer post-pandemic and how salaries could be impacted by permanent work-from-home changes. 2898
