More than 60 homeless children and families had their holiday gifts paid for by a group fundraiser. ‘Making San Diego Smile’ formed at the end of November and was able to escort each child on a 0 Walmart shopping spree Wednesday night.“It just brings joy to my heart to know in such a short time we were able to bless so many children,” said Tony Castro, one of the organizers behind 'Making San Diego Smile.'The group says the fundraiser will be much larger next year after knowing the the popularity of it in just a few weeks. 657

CHULA VISTA (CNS) - A man was arrested on suspicion of assault with a firearm after he allegedly pointed a rifle at a family that was setting off fireworks, authorities said today.Samuel Austin Laurabee, 28, was arrested Saturday night in the 500 block of Woodlawn Avenue, according to Lt. Scott Adkins of the Chula Vista Police Department.Laurabee allegedly pointed a bolt-action rifle at members of a nearby family who were setting off Fourth of July fireworks, Adkins said.Laurabee was booked into the San Diego Central Jail, with bail set at ,000, on one felony charge of assault with a firearm, according to jail records. He is scheduled for arraignment on July 31. 681

CHULA VISTA, Calif. (KGTV) -- Parents at Eastlake High School are asking the Sweetwater Union High School District board to investigate a math teacher that students accuse of making inappropriate comments. The parents say the issue started last spring when the teacher made comments about erectile dysfunction in class. Other parents say the teacher hardly teaches, forcing their kids to fall behind. Dan Huslin, a parent of an Eastlake High sophomore, said the school's principal told him last year the teacher was suspended, but this year he found out he's back in the classroom. Huslin said when he asked about why he returned, the current principal told him the district was providing the teacher counseling to help him improve. On Monday night, parents spoke at a Sweetwater district meeting and asked the board to investigate and remove the teacher. Also, parents asked the district to provide math tutoring for the students who are now behind. A district spokesperson told 10News the teacher was not suspended last year and was instead out for personal reasons, adding that they couldn't comment on whether the teacher is receiving any counseling because it is a personnel matter. The spokesperson did say the parents concerns are being addressed, but wouldn't specify how. 1288

  

CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

(KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident. We are cooperating with SDPD’s criminal investigation and we are conducting an internal investigation concurrently," CVPD Lt.
