A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. They said the city water department met their concerns with indifference, ultimately leading some to get shut off notices."We sincerely apologize to all customers that have been affected by this situation," said City Public is Utilities Director Vic Bianes. Bianes said the department has added staff to work on resident concerns, is waiving fees for meter tests, and is having supervisors sign off on daily work. The department is also promising not to shut off water for anyone disputing a bil. "You have my word and that of my team that we're doing everything we can to correct this challenging situation," Bianes said.Councilmember Chris Cate said he was glad to see the changes being made."The initial response to these concerns was lackluster," he said. The department says it has refunded 641 bills so far, with the average about 0. Councilman Dave Alvarez, who chaired the meeting, said he's still lacking answers about what caused the spikes."Good news for the consumer," he said. A cipher sent in 1969 by the Zodiac Killer has been solved.In an email to EW Scripps, the Federal Bureau of Investigation confirmed that three "private citizens cracked the cipher.""On Dec. 5, the FBI received the solution to a cipher popularly known as Z340 from a cryptologic researcher and independently verified the decryption," the FBI said in a statement. "Cipher Z340 is one of four ciphers attributed to the Zodiac Killer. This cipher was first submitted to the FBI Laboratory on Nov. 13, 1969, but not successfully decrypted. Over the past 51 years, CRRU has reviewed numerous proposed solutions from the public--none of which had merit."According to the Associated Press, code experts from the United States, Australia, and Belgium solved it.The code was first sent to the San Francisco Chronicle newspaper in 1969 by the Zodiac Killer, who murdered five people between 1968 and 1969 in the Bay Area.According to The Chronicle, David Oranchak, one of the three to crack the cipher, has worked on Zodiac's codes since 2006.Oranchak told the newspaper that the cipher included sentences like "I hope you are having lots of fun in trying to catch me" and that the killer wasn't "afraid of the gas chamber because it will send me to paradise all the sooner."Cameron Polan, a spokeswoman for the FBI’s San Francisco office, told E.W. Scripps in an email that the case of the Zodiac Killer "remains an ongoing investigation.""The Zodiac Killer terrorized multiple communities across Northern California and even though decades have gone by, we continue to seek justice for the victims of these brutal crimes," Polan said in the email. "Due to the ongoing nature of the investigation, and out of respect for the victims and their families, we will not be providing further comment at this time."This marks the second Zodiac Killer cipher that has been cracked, according to the newspaper. A judge ruled Tuesday the City of Omaha must release a video showing the death of a TV crewman during a shootout at Wendy's in 2014.Bryce Dion, a sound mixer on a shoot at a Wendy's in Omaha for the reality TV show "Cops," was shot and killed Aug. 26, 2014, after Omaha Police returned fire on a man who shot a pellet gun at officers. Officers were called to the restaurant on a report of a robbery.In the video, someone could be heard repeatedly asking, "Bryce, are you alright?" He can be seen slumped against a glass wall in the vestibule of the restaurant.Dion was wearing a bulletproof vest, but was hit with a bullet under his armpit. The suspect, Cortez Washington, who was using an airsoft pellet gun, was also killed.In 2016, Dion's brother, Trevor Dion, filed a wrongful death lawsuit against the city, which had asked a Douglas County District judge to bar the release of the video, according to the Omaha World-Herald. The lawsuit says Dion was doing as instructed when he was hit by gunfire from an Omaha police officer.“Bryce positioned himself where told, when told, and acted in accord with police officer instructions. The perpetrator drew what appeared to be a pistol, but proved to be a pellet gun that simulated discharge. Police responded with live rounds of ammunition. They shot and killed the perpetrator. As they did so, they also shot and killed Bryce who was positioned as directed between at least one police officer who arrived at the scene belatedly, other police officers, and the perpetrator.”Brian Jorde, Dion's attorney, says he plans to use the video and other evidence at trial. The proceedings are expected to begin sometime after July."There's approximately 20 bullet holes just near the area of where Mr. Dion was alone so there's a significant amount of gunfire that was exchanged," Jorde said. "We think the public deserves to know what happens when their taxpayer dollars are at work with the police and otherwise. And I think it sheds light on exactly what happened and that Mr. Dion was caught in the line of the crossfire through no fault of his own."Omaha City Attorney Paul Kratz said the city played the video in court Tuesday to support its motion for the case to be dismissed."The city presented the video to the court in support of its motion for summary judgment, and we believe the video will support that motion," Kratz said when reached by phone Tuesday night. 2468

  

A Highlands County deputy has died after being shot in the head in Lake Placid on Sunday evening. Deputy William Gentry was responding to a neighborhood dispute involving a cat that allegedly had been shot by 69-year-old Joseph Edward Ables.The sheriff's office said Gentry went to speak to Ables when the suspect shot the deputy.Gentry was airlifted to Lee Memorial Hospital.“William is an experienced law enforcement officer and serves as one of our Field Training Deputies,” Sheriff Paul Blackman said. “His brother is one of our detectives. This is an unimaginable tragedy for our agency. Our prayers are with Deputy Gentry and his family and we ask that your prayers be with them, also.”Ables, who is a convicted felon with a history of violence towards law enforcement, was arrested at the scene and taken to the Highlands County Jail.The Highlands County Sheriff's Office released the following statement on Monday: It is with tremendous sadness that I report that Deputy William J. Gentry Jr. passed away at 1:10 p.m. today, May 7, at Lee Memorial Hospital as a result of his injuries.Please keep his family and our HCSO family in your prayers. A famous guitar making company that's been in business more than 100 years could be headed into bankruptcy.A report by the Nashville Post in early February states Gibson Guitar is facing huge debt obligations. Gibson's Chief Financial Officer, Bill Lawrence, left the firm six months before 5 million of senior secured notes were due to mature. Lawrence had been working for the company for little over a year before he left, reports say."Another 5 million in bank loans will come due immediately if those notes, issued in 2013, are not refinanced by July 23," the Nashville Post report says.Bond holders are frustrated.The Gibson company recently sold a former Baldwin Piano warehouse in The Gulch. The warehouse was sold for .4 million, the Nashville Post says."It also is trying to sell the nearby Valley Arts building on Church Street, although that deal has landed in court. But those sales — the Valley Arts property will bring in about million — are unlikely to make a big enough dent to stave off a painful overhaul," the Nashville Post report says.Gibson Guitar was founded by Orville Gibson in 1902 in Kalamazoo, Michigan. 1167
