The National Rifle Association should move its annual convention from Dallas to somewhere else after last week's massacre at a Florida high school that left 17 students dead, a Dallas city official says.It's not appropriate for the group to meet in Dallas in May because there's so much gun violence in the United States, Dallas City Council Member Dwaine Caraway saidAssault rifles like the one used in the Florida school shooting should be outlawed, he said Monday at a news conference, and "the NRA needs to step up to the plate and they need to show leadership."CNN's calls to the NRA for comment were not immediately returned.Caraway, who is serving as mayor pro tem, meaning he fills in when the mayor is absent, said he's expressing a personal belief about the NRA and has not initiated any action in the city government to stop the convention.At a Monday news conference, Caraway said he had not spoken directly to any NRA officials."I am saying to the NRA, reconsider yourselves coming to Dallas," Caraway said. "There will be marches and demonstrations should they come to Dallas and we, Dallas, will be the ones that have to bear the cost and the responsibility and to protect the citizens."Caraway noted that gun violence has visited Dallas before, with the 1963 assassination of President John F. Kennedy and the 2016 slaying of five city police officers. "Because it's their convention. It's because it's their responsibility. It's because they stand for the very things we are confronted with every day of our lives. Those kids in Florida, they will have to live with these nightmares the rest of their lives."In a Tuesday interview with CNN, Caraway said leaders should listen to those students."If those kids in Florida, for example, knew that something was being addressed then they wouldn't be staging protests," he said. "Those kids need to be at the table, and voicing their opinions. The NRA needs to open their ears and hear what is it we need to strengthen, what it is we need to limit, and then everyone comes out happier and safer."Dallas Mayor Mike Rawlings issued a statement saying he disagreed with the NRA's viewpoint and tactics, but "they have a legal contract that was signed in 2012 and I'm not advocating that we violate that agreement. Emotions have been up and down," Dixon said. The mayor of Compton, California, has told the Los Angeles Times that she is launching a pilot program with a local non-profit that will give 800 residents a "guaranteed income" over the next two years.Compton Mayor Aja Brown told the Times that a non-profit called the Compton Pledge would select 800 low-income residents and distribute a "guaranteed income" to them for the next two years.According to the Times, the participants will be selected from a "pre-verified" list of low-income families in the area. Over the span of two years, the Compton Pledge plans to provide the families with "at least a few hundred dollars on a recurring basis" without any strings attached. The program will also provide families with financial guidance and track their spending and well-being throughout the process.While the Compton Pledge has not said where it is getting its funding or how much participants would receive, The Los Angeles Times reports that the program hopes to include a "representative sample" of the city's racial makeup in its participants.Once considered a fringe concept, the idea of a "universal basic income" has gained traction among left-wing politicians in recent years. Such a policy would provide all Americans with a monthly stipend which recipients would be free to spend as they see fit. The owner of a?dog that was stolen Saturday evening from a Petco in Palm Beach Gardens was reunited with her pet Tuesday morning.The dog's owner, Tara Harris, said police called her in the middle of the night to say they found her pet Maltese-mix named Teddy. Harris arrived at the Palm Beach Gardens police station at about 5 a.m. local time to pickup Teddy, who is 11-years-old, blind and diabetic.Palm Beach Gardens police said they arrested Heather Ryan, 48, who had the dog in her possession. Circumstances of the arrest have not been released by police. However, police said Ryan was arrested near Legacy Place off PGA Boulevard and charged with grand theft.Harris wanted to thank police and the public for their help reuniting her with Teddy.“I’ll never be able to put into words how unbelievably amazing it was (to be reunited with Teddy)," Harris said. "I can’t express into words how happy I am to have him back in my arms with my family."The dog, which lost 1.2 pounds in three days, was taken to a veterinarian to be evaluated. Teddy was slightly dehydrated when he was found overnight and is now on an IV since his blood sugar levels were high.   1247
