SAN MARCOS (CNS) - A man who reported his car stolen in San Marcos earlier this week caught a lucky break when he spotted his car in the same area today with the suspected thief inside -- but the suspect left before police were able to apprehend him.The man called law enforcement Wednesday morning to report his car had been taken from his apartment complex on Smilax Road near state Route 78, according to San Diego County Sheriff's Lt. Dave Perkins.Around 9 a.m. Sunday, the man called the Sheriff's Department and told deputies he had seen his car parked nearby with an unknown man inside it, Perkins said.The man reported seeing the suspect get out of his car and walk away. Deputies searched the area and detained a possible suspect, but it was determined he hadn't been involved in the crime, Perkins said.The suspected car thief remained at large. 863

The first full moon occurred on March 2. Take a good look, because it will be awhile before we see one again —Oct. 31, 2020, to be exact.It will actually be the second time this year we've experienced a blue moon. January also saw two blue moons — the first on Jan. 2, the second Jan. 31.2018 marks the first time since 1999 we've seen two blue moons in a single year. SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

(KGTV) — Four Congressmen, including House Majority Leader Steny Hoyer, Scott Peters, Juan Vargas, and Mike Levin, participated in an all-access tour of the San Ysidro Land Port of Entry Friday afternoon. Upon finishing the tour, House Majority Leader Steny Hoyer of Maryland said sternly, “There is no crisis at the border. There is no justification for an emergency declaration at the border.” This was a direct contradiction to President Trump's reasoning to build a southern border wall. It has been almost one month since the Department of Homeland Security began implementing the new Migrant Protection Protocol (MPP). The policy forces migrants from Central and South America entering the United States without papers, or those claiming asylum, to in Mexico for the duration of their immigration proceedings. According to the Mexican Citizen Council for Public Safety and Criminal Justice, Tijuana has the fifth highest murder rate in the world. Because of that, Representative Juan Vargas (CA-51-D) strongly rejected MPP.“To be sent back to a place like Tijuana, where they don’t have family, friends, where they don’t have the social connections to be helped and to be safe, I don’t think we should be doing it. I think it is the wrong thing to do. I don’t think it’s our American values," said Vargas.Previous to the new MPP, migrants were released into the United States after their initial process, under the assumption they would return to US Immigration Court at a later time to receive their final status. But Homeland Security said that too many migrants would skip court, and disappear into the US as fugitives. This afternoon, Majority Leader Hoyer used the President’s coined slogan to refute the claim. “That’s fake news. 97% of people show up. That’s a better percentage than the people who show up who are on parole in the United States of America for crimes,” Representative Hoyer said. After touring the facility, the Democrats agreed, solving the immigration issue is not as simple as building a physical wall. Overcrowding the ports with seemingly endless asylum seekers is not the answer either. They were all impressed by the work being done at San Ysidro and hoped all other ports implement the high tech protocols conducted there.“This national emergency declaration serves no purpose other than a political one,” Representative Mike Levin (CA-49-D) said. “If we truly want to solve the problem to the extent to one exists, we need to invest in the technology of the future, just as we have done here at San Ysidro, at all 330 ports of entry.” 2601

(KGTV) — San Diego Sheriff's Department officials say no charges will be filed against a couple who wore a swastika mask at a Santee grocery store in May.SDSO said after investigating there wasn't enough evidence to charge the couple with a crime.On May 7, SDSO says a man and woman walked into a Food 4 Less wearing surgical masks with swastika symbols attached to them. The store's management asked the couple to remove the masks, and after they refused, deputies were called, SDSO said.Deputies arrived and asked the couple to also remove the masks, to which the man reportedly replied, "I'm not here promoting some Nazi propaganda. I'm here peacefully protesting against the Governor's insane lockdown."The man also told deputies he was upset and frustrated with the state lockdown.After deputies told the man the store has the right to refuse business and asked them again to remove their masks, they did."This incident should serve as a reminder for anyone contemplating wearing or displaying items closely associated with hate and human suffering that our society does not tolerate this behavior," an SDSO spokesperson said in a release. "Santee is a city of families and the community is rightfully disgusted at this couple's despicable behavior.
