BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official.The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry.The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

GUANGZHOU, May 31 (Xinhua) -- A total of 311 children have been rescued in a crackdown on child smuggling in south China's Guangdong Province over the past year, police authorities said Monday.Police arrested 645 people in 276 child smuggling cases from April last year to May 25 this year, said Zhai Kaixia, deputy director of the criminal investigation department under the provincial public security department.The nationwide DNA database designed to tracing missing children and cash rewards for information were instrumental in the crackdown, Zhai said.Zhai said the DNA database had helped reunite a boy in Shantou City with his parents in Kunming, capital of southwestern Yunnan Province, 11 years after he was sold to a man surnamed Chen for 13,800 yuan (2,020 U.S. dollars).The reward for tip-offs leading to the arrest of a suspect is 5,000 yuan and 10,000 yuan for information leading to the rescue of a child. The reward for a tip-off was capped at 50,000 yuan, he said.
