BEIJING, July 31 (Xinhua) -- China's armed forces will continue to enhance its capabilities and military readiness to safeguard sovereignty, security and development of the nation, Defense Minister Liang Guanglie said Saturday.Liang made the remarks while addressing a reception held in Beijing to mark the 83rd anniversary of the founding of the People's Liberation Army (PLA) on Aug. 1."We will continue to strengthen the PLA's capability to accomplish diversified military tasks, particularly for winning regional wars under informationized circumstances, to firmly safeguard national sovereignty, security and development," he said.He said China's core security interest will always guide the development of the Chinese army.Representatives attend a reception hosted by the Ministry of National Defence of the People's Republic of China, to mark the 83rd anniversary of the founding of the People's Liberation Army, in Beijing, capital of China, July 31, 2010.He said the army should strengthen military training, adopt more high and new technology weapons and equipment, improve military logistics and increase combat capabilities by using information technology.The PLA will actively take part in and support economic development, keep sabotage of hostile and separatist forces at bay, and contribute to the development and stability of the country, he said.Liang, also a member of the Central Military Commission (CMC) and a state councilor, said the army will continue to devote itself to the country's complete reunification while promoting a peaceful development of relations between the Chinese mainland and Taiwan."We will continue to oppose separatist activities of 'Taiwan independence' forces, while firmly safeguarding national sovereignty, security and territorial integrity," Liang said."The PLA will enhance exchanges and cooperation with armed forces of all countries, in accordance with the principles of mutual respect, equal negotiation, and reciprocity," he said."The Chinese army will also actively fulfill international responsibilities and obligations, and will contribute to the world peace and development," Liang said.In August 1927, armed forces led by the Communist Party of China held an uprising against warlords. The first day of August was later designated as the PLA's founding day.
CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province.He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns.In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs.For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.

YICHANG, Hubei, July 20 (Xinhua) -- The Three Gorges Dam on Yangtze River, the country's largest, is offering a buffer for the worst flood in decades as it blocks more than 40 percent of upstream water.The world's largest hydropower station was holding up against its first major flood-control test Tuesday, said officials of the China Three Gorges Corporation.The flow on the river's upper reaches topped 70,000 cubic meters a second Tuesday -- 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people and the highest level since the dam was completed last year.The flood peak at the Three Gorges Dam at 8 a.m. was slightly below the record high of 70,800 cubic meters per second in 1981, a spokesman with the corporation said.Flood waters are sluiced with the water outflux monitored at 40,000 cubic meters per second at Three Gorges Dam in Yichang, central China's Hubei Province, July 20, 2010. China's Three Gorges Dam project on the Yangtze River stood its biggest flood-control test at 8 a.m. Tuesday since completion, as the flow on the river's upper reaches topped 70,000 cubic meters a second. All ferry services were halted at the Three Gorges Dam on Monday, and would be resumed after the influx decreased to 45,000 cubic meters per second."Compared to 1998, the biggest difference is the Three Gorges Dam. Without it, thousands of soldiers and rescuers would have been needed to fight the floods," said Yuan Jie, director of the Three Gorges Cascade Dispatching Center of China Three Gorges Cooperation."There are three reasons why the dam is withstanding the enormous water pressure, which are the precise monitoring systems, the huge reservoir and the good decisions made by the corporation," said Chen Fei, general manager of the Three Gorges Corporation.The upper reaches of Yangtze River covers an area of one million square kilometers, 60 percent of which was covered by the Three Gorges monitoring system and another 20 percent was covered by systems of the Dadu and Yalong rivers."The peak flow is high, but it has not exceeded the designed capacity of 100,000 cubic meters of water per second," said Cao Guangjing, the corporation's chairman.The peak flow was greater than in 1998 but the peak period was shorter so far, Cao said.The discharged amount had been kept under 40,000 cubic meters per second, which means the dam blocked 43 percent of upstream water and prevented severe flooding in the lower reaches, Cao said.The Three Gorges Corporation had reduced the reservoir's water level to below 146 meters before the raining season. The reservoir has a capacity of more than 20 billion cubic meters as water level can rise to as high as 175 meters.The current flood control will store about 7.6 billion cubic meters of water, said Cai Qihua, chief of Yangtze River Water Resources Commission. It is estimated to reduce the water level in Jingjiang, a 360-km section of Yangtze in the plain region of Hubei and Hunan provinces that is most vulnerable to flooding, by 2.5 meters, Cai said.
BEIJING, July 10 (Xinhua) -- More than 50 people have been killed and 15 are missing following floods, landslides and mud flows that hit parts of central and southern China following days of torrential rains, the Ministry of Civil Affairs said Saturday.Nearly 17.2 million residents in nine provinces were affected by flood-related disasters and 597,000 people were relocated from July 1 to 12 a.m. of July 10, the ministry said in its latest disaster relief update.About 946,500 hectares of farmland were damaged, including 133,900 hectares that were completely destroyed. Further, more than 42,000 houses collapsed and another 121,000 were damaged, the ministry said, estimating that direct economic losses could reach 8.9 billion yuan (1.3 billion U.S. dollars).The ministry sent 6,000 tents to the hardest-hit Hubei Province in central China and Chongqing Municipality in southwest China on Saturday.In June, torrential rains had resulted in 260 deaths and left 211 missing in 11 southern provinces.The latest round of storms began to pound large swaths of central and southern China on July 8.In Hubei, the local weather forecast bureau said storms or thunder storms could hit the province again from July 11 to 13. It warned that rainfall would exceed 300 millimeters in some worst-hit areas, which was likely to trigger another round of heavy floods.The Three Gorges Dam, sitting in the middle reach of the Yangtze River in Hubei, on Saturday released water for the first time this year.Engineers opened three sluice gates to discharge some 32,000 cubic meters of water per second and another sluice gate to release floating objects.The flood from the upper stream reaching the dam was measured at 36,000 cubic meters of water per second and could increase to 39,000 cubic meters per second by Sunday, dam officials said.Authorities said water levels in many branches of the 6,397-meter-long Yangtze River that runs from west to east, had gone above the warning lines. At Wulong monitoring station in Chongqing the water level was three meters above the warning line.In southwest China's Guizhou Province, several counties and villages were submerged in more than one meter deep water. About 7,500 residents were evacuated from the flooded zones.Also, four miners were killed in a gas explosion after heavy rain cut off electricity and stopped ventilation equipment at a coal mine in Xishui County of Guizhou's Zunyi City early Saturday morning. Seven of the 25 miners who were working underground managed to escape when the explosion occurred. Rescuers later saved 14 other miners.
