The U.S. Department of Agriculture (USDA) says it has identified some of the seeds that were mysteriously mailed to Americans from China.Osama El-Lissy, with the Plant Protection program of USDA's Animal and Plant Health Inspection Service, says 14 different species of seeds have been identified.The identified seeds include mustard, cabbage, morning glory, mint, sage, rosemary, lavender, hibiscus and roses, according to El-Lissy.Over the past few months, people across the country have received the seeds in unsolicited packages that appear to be coming from China.Officials are concerned that some of the seeds received in the U.S. could be invasive plant species, but the seeds identified so far appear to be harmless.Still, if you get unsolicited seeds in the mail, the USDA says you should not open the packets or plant the seeds. You’re asked to save the seeds and the package they came in, place everything in a mailing envelope, and contact your state plant regulatory official or APHIS State plant health director for instructions on where to send the package.The USDA says it’s important to evaluate the seed packages because they could carry seed born viruses or other diseases, posing a significant risk for U.S. agriculture and natural resources.“Imported vegetable or agricultural seed must meet labeling and phytosanitary requirements and be inspected by APHIS and CBP at the port of entry,” wrote the USDA in a release. “Some seeds, including citrus, corn, cotton, okra, tomato, and pepper seed, are restricted and may require an import permit, phytosanitary certificate, inspection at a USDA Plant Inspection Station, or testing to ensure any potential risks are mitigated.”While the USDA is still investigating why the seeds are being sent, officials say they don’t have any evidence that it’s anything other than an internet “brushing scam,” where sellers send unsolicited items to unsuspecting consumers and the post false reviews to boost sales.“Brushing scams involving seed packets in international mail shipments are not uncommon,” wrote the USDA in a release. “U.S. Customs and Border Protection (CBP) has intercepted similar seed shipments in recent years.” 2194

The St. Louis Police Department is investigating one of their own after he issued a ticket to a man who honked at him.According to an interview in the Riverfront Times, Scott Smith was on his way back to work when he honked at a car stopped at a green light. Video shot by the driver and given to the RFT shows a very tense interaction.The car was an unmarked police car. When pulled over, Smith says "seriously?"The officer than replies "Seriously, is your horn stuck?" to which Smith replies "Is your brake stuck?"That's when the officer cusses at the driver asking again "Is your f-ing horn stuck?"He demands to see his driver's license.Smith says he will, but asks for what."I'll tell you what, you can either show your driver's license or you'll get a ticket and I'll tow your car and lock you up," said the officer.Once again Smith asks why he's been pulled over and the officer says it is for a traffic violation."For honking at someone who's stopped at a green light?" Smith asks. He then calls the situation "f-ing ridiculous." "Well you know what? The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. The statement anticipated the sanctions would go into effect around Aug. 22 in line with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991.Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future.
