CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula Vista so we can increase our housing stock because we have to," said Zaker. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

(KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. Councilmember Jill Galvez, representing District 2, used her time at the special meeting to push for a revitalization on the west side of town."Can we start to look at focusing on improving the infrastructure in northwest Chula Vista to make it safer and more attractive so that we can enjoy the experience of our city," Galvez said. Chula Vista, CA (KGTV) - A Chula Vista City Council candidate running for District 4 says she is recovering after testing positive for COVID-19.Andrea Cardenas tells 10News she first started feeling symptoms on March 9th. She had a fever of 102, headaches, nausea and stomach pains. So, she called her doctor then went to seek medical care."When I went to Urgent Care, they asked me a few questions," she said. "They asked me if I had been in contact with someone who had tested positive and at the time I didn't know."She said because she is running for city council, she knew she was around many people on election night, but had no idea if anyone was carrying the coronavirus then."They had me do a chest x-ray where they accessed that I had pneumonia," she explained. "They said we could send you to the emergency room and have you tested but they explained the shortage of tests"She said her doctor explained that they were trying to hold the COVID-19 tests for the more vulnerable populations.Cardenas decided to just go home, self isolate, take the medication for pneumonia and hydrate."We have a social responsibility and a community responsibility to stay home," she said.Soon after, she was made aware that she had in fact been in contact with someone who contracted the coronavirus and she was tested immediately on the 16th.Her positive test results didn't come back until the 26th. "When I did test positive, I got a call from the county where they wanted to know my experience, all the symptoms that I had and where I had been," she said.Cardenas said she was fortunate to let the county officials know she had been home the entire time.She tells 10News has not left her home in 21 days and urges other who feel symptoms to immediately self-isolate and call their doctor."The moment that you feel any symptoms, just act as though you have it because it’s better to be safe than sorry," she said.According to the Centers for Disease Control and Prevention, most people who have COVID-19 have mild symptoms and can recover at home without medical care.The County of San Diego urges people to call their doctor or 211 if they have symptoms. 2160
CHULA VISTA, Calif. (KGTV) - While the current focus is on coronavirus, doctors are warning to not forget about other killers that are always present.Dr. Marilyn Norton is the Chief of Staff at Sharp Chula Vista Medical Center and said they’ve seen drastic drops in the number of people coming in to get cancer screenings. She said the three most common cancer screenings are mammograms for breast cancer, Pap smears for cervical cancer and colonoscopies for colon cancer.Sharp Chula Vista saw an 87% decrease in mammograms in April and May of 2020 compared to the same time frame last year. The hospital did pause screenings at the beginning of the closure, but has been doing screenings again since May.Dr. Norton said these screenings can be some of the best life-saving measures.“We know that if patients get found at early stages, the chances of them dying from that cancer is much less,” she said.She said some of the reasons people still are not coming in to get screened could be because people don’t know screenings have resumed, or because people are worried about going to a hospital right now, but she said the difference between now and the beginning of the pandemic is that there is more knowledge of how to stop the spread of coronavirus now, so the hospital is taking preventative steps to keep patients coming in for screenings healthy.“Although there’s a lot of fear regarding the pandemic, we also have to realize that screening is very important to be able to try to catch that cancer at an early stage,” she said.She said she anticipates the lull in screening now to impact cancer rates in the next five to ten years because of cancer that could have been caught at an earlier stage, and she hopes people realize the importance of early screening now to stop that eventual increase.“Don’t ignore the screenings that need to be done in order for you not to have to die from cancer,” said Dr. Norton. 1927
