OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground. Officials in North Carolina now say that seven people have been killed in flash floods prompted by Tropical Storm Eta.The Charlotte Observer reports that four people were killed in Alexander County, located about an hour north of Charlotte. There, at a local campground, three bodies were recovered and another 31 people were rescued. As of Thursday afternoon, an adult and a child were still missing from the campsite.Elsewhere in Alexander County, another person died when floodwaters caused a bridge to collapse. It was one of four bridges in the country that were swept away by floods, and one of the collapses was captured live by a local TV news channel.The Observer reports that two other deaths were recorded in Iredell County when floodwaters caused a pickup truck to hydroplane and collided with an oncoming car.The New York Times reports that the seventh fatality occurred in Wake County — near Raleigh — where witnesses say a child who had been playing near a creek drowned in a flash flood.According to The Weather Channel, the Charlotte area received seven inches of rain on Thursday, causing creeks and rivers to overflow quickly. (KGTV) — A vehicle slammed into a power pole in Oceanside and flipped over early Monday, leaving locals without power and forcing some evacuations.The driver careened into the power pole in the 220 block of N. El Camino Real at about 3:30 a.m. The driver was treated at the scene for minor injuries.The power pole remained upright but was leaning over a nearby mobile home park, threatening some homes. Those homes have been evacuated and power to most of the park has been shut off.SDG&E crews were out to assess the damage Monday. The outage affected at least 180 people.
