(CNN) -- The White House and Capitol Hill is considering a phone app connected to the National Instant Criminal Background Checks (NICS) as one of the options in their discussions for plans to reduce gun violence, according to a Senate source and a person familiar with the talks.The proposed app would be used for background checks using private sales, and not for purchases involving commercial dealers, one of the sources told CNN. The Washington Post first reported on the app.White House aides have spent the last month meeting with congressional staffers and devising a package of legislative measures in the wake of recent mass shootings. The Department of Justice also prepared a package of options that was delivered to the White House more than two weeks ago.On Thursday, senior advisers presented President Donald Trump with summaries of the various courses of action on gun violence.During the briefing, officials did not delve into legislative details and Trump did not appear interested in some of the nitty-gritty of how each proposal would work, the person familiar said.Trump, who has been facing pressure from Republican lawmakers to specify his stance, emerged from the meeting, declining to clarify his position on expanding background checks.Separately, the source told CNN the lack of clarify is leading to doubts Trump will back a bipartisan measure on expanded background checks from Democratic Sen. It could potentially bring in anywhere between .5 to .5 billion in new funding to local schools and governments, according to the Legislative Analyst’s Office.Brandon Foster is a small business owner in Oceanside. Even though he rents the space where his two gift shops are located, he is against Prop. 15.“We already have been told by our landlords, if that passes, they will be passing on that cost to us,” Foster said. “The landlords, a lot of them, have vacancies and things like that where they are struggling themselves. I understand why they need to pass that cost onto us.”The ad for No on Prop. 15 highlights a small business owner who said he had to close twice during the pandemic. The ad said Proposition 15 would raise “property taxes and rents on small business and they admit homeowners are next.”The change in property tax assessment would apply only to commercial or industrial properties valued at more than million. It would tax those properties at current market value rather than when it was bought.Residential and agricultural properties are not affected under Prop. 15.“They are very emotional, as ads are supposed to be,” said Lynn Reaser, chief economist at Pt. (KGTV) – A powerful tribute to late actor Chadwick Boseman was unveiled this week at Downtown Disney in Anaheim.The mural shows Boseman exchanging the “Wakanda Forever” salute with a child wearing a Black Panther mask.Nikkolas Smith, a former Disney Imagineer who was on the set of the Black Panther film, created the new art installation called “King Chad.”The actor silently battled colon cancer for years, even while filming some of his major movies. He also visited children who were also fighting cancer.Boseman passed away on Aug. 28 at the age of 43.Smith said in a statement, “As a former Disney Imagineer, I had the honor of working on a major children's hospital initiative and Avengers Campus as my final two assignments.
