SAN DIEGO (CNS) - The union representing more than 25,000 University of California service workers and medical technicians announced plans today for a three-day strike, citing what it calls stalled contract negotiations.Officials with AFSCME Local 3299 said last week that more than 97 percent of its members had voted to authorize a strike if no progress was made in negotiations. UC officials, however, said the union had rejected an offer of "fair, multi-year wage increases and excellent medical and retirement benefits."In light of the impasse, the university system imposed contract terms on the union for the 2017-18 fiscal year, including 2 percent pay increases. The UC's latest contract offer to the union had included annual 3 percent raises over the next four years, according to the university. The union on Thursday issued a 10-day notice of their intent to conduct a three-day strike, beginning May 7."We've bargained in good faith for over a year to address the widening income, racial and gender disparities that front-line, low-wageworkers at UC are living every day," AFSCME Local 3299 President Kathryn Lybarger said. "Instead of joining us in the effort to arrest these trends, UC has insisted on deepening them -- leaving workers no option but to strike."UC officials issued a statement saying they "strongly disagree with AFSCME's decision to strike, which will negatively impact patients, students and the UC community.""AFSCME service employees at UC -- including custodians, gardeners, food service workers and facilities maintenance staff -- are compensated at or above the market and in some cases, but as much as 17 percent higher than comparable jobs, according to the university. What the union demanded was a 6 percent annual wage increase, which we think unfair to other UC employees, bothrepresented and non-represented. This is twice what other UC employees have received."University officials said their final officer included, in addition to the pay raises, a lump-sum payment upon contract ratification, healthbenefits consistent with those of other workers and continuation of pension benefits for existing employees. New employees would be given a choice between a pension or 401(K)-style retirement plan.Lybarger, however, accused the university of "subverting" the bargaining process by imposing contract terms on workers."Administrators are already showing us that we can expect more unequal treatment if we don't stand up, fight back and hold UC accountable to its hollow claims of `pioneering a better future,"' Lybarger said.According to the union, the strike will involve 9,000 service workers, joined by more than 15,000 Patient Care Technical workers. The union represents workers such as security guards, groundskeepers, custodians, respiratory therapists, nursing aides and surgical technicians. The workers span UC's 10 campuses, five medical centers, numerous clinics and research laboratories, according to the union. 2982

YOKOHAMA, Japan (AP) — Daily life on the cruise ship quarantined off a Japanese port can include fear, excitement and soul-crushing boredom. Passengers on the ship describe cramped rooms and boring food in interviews with The Associated Press and on social media posts. A passenger who caught the worrisome virus initially felt terror but then described surprisingly mild symptoms. With the number of illnesses growing, there's a nagging doubt that quarantining the ship's hundreds of passengers and crew in tight quarters might spread the viral disease more. And for the hundreds of crew members confined to the ship, there's a difficult job to be done. 667

"This is 170 pounds of twisted steel and sex appeal."That's what Jeffrey Mattox wrote with a selfie he posted on Facebook on January 25.The problem is Mattox is a federal inmate housed at Lackawanna County Prison and he is not supposed to have a cell phone."It's scary, it's actually scary because they're in there for a reason, they're not in there to play around and how that cell phone got in there, that is the question,” said Colleen Mowery of Carbondale, Pennsylvania.Mattox posted other pictures of himself, which appear to be snapped inside the prison.Lackawanna County officials say there is an investigation underway and contraband has been seized, but they will not say more than that.Mattox, who is locked up on drug and assault charges, regularly chatted with friends and family here, telling them to call him or even video chat.He gave out his cell phone number, too. When a reporter ried to call it, there was a message that the subscriber we dialed was not in service. We spoke with one man who has spent time locked up in Lackawanna County."My reaction was like, 'Wow, how could that happen?' like, I mean, I see stuff going through the jail all the time, but a phone? It's crazy. That is pretty dumb, like catch a lot more charges for that,” said Brandon Howey of Scranton. This is the latest scandal to hit the Lackawanna County Prison.Earlier this year, six corrections officers were arrested and charged with sexually assaulting female inmates."I think he's in good with the guards and guards are bringing, the ones bringing the stuff in, that's the only way it's getting in there. Just got to tighten down the security with the guards, maybe clean house,” said Todd Mowery of Carbondale. 1714

"Everything just kind of seemed like a blur that day," Becky Savage said. "Your mind is not really meant to process something that extreme."The day Savage is describing is June 14, 2015.Her two oldest sons, Nick and Jack, were celebrating at high school graduation parties the night before. The boys came home about 12:30 a.m. and checked in with their mom, who had been waiting up.The next morning, as Savage was picking up laundry in Jack's room, she noticed that he wasn't stirring as she tried to wake him."He was unresponsive. I called 911, and I remember hollering for Nick, for him to come up, and how he never came."Nick, her eldest son, was downstairs sleeping in the basement with friends. The first responders arrived and tried to resuscitate Jack, and then Savage noticed one of them going downstairs to the basement. 836
