SAN DIEGO (KGTV) — Right on the sanctuary walls of Christ Temple Apostolic Church in El Cajon, you will find a banner honoring our military and service. And service is a big part of the job for Bishop Donnie McGriff. “It’s not a job it’s not a profession. It’s a ministry. And that’s what I do. I love it,” says Bishop McGriff.And serve the Bishop has for nearly 60 years, starting right out of high school in the Navy. He served his community as a UPS driver. And for over 30 years, he has served in what he calls his ultimate role as the leader of his church. What was his calling?“I think I found out at an early age that my purpose or destiny was to serve,” says Bishop McGriff with a smile.The Bishop serves in so many ways with his congregation. They collect food for the less fortunate. He even founded a Christian based University focusing on Theology and Entrepreneurship. But the military has always been very close to Bishop McGriff’s heart. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer signed off Thursday on his .3 billion 2020 budget previously approved by the super majority of the city council.The budget funds the largest infrastructure investment in San Diego’s history and includes more funding for homelessness programs, road repairs, tree trimming services and housing reform.Faulconer appeared to be most excited about the expansion of the Clean San Diego initiative, which aims to clear debris from across the city.The mayor announced during his signing ceremony that million will go toward the expansion of the CSD program, and more crews will be hired to clean up areas citywide 24 hours a day, seven days a week.“We’re restoring pride back in our neighborhoods with every cleanup job, and now we’re investing more resources into ‘Clean SD’ so we can do even more for our communities,” said Faulconer.Funding for the program was more than doubled from Fiscal Year 2019 after Faulconer requested an additional .5 million for its budget.Since the program started in May 2017, more than 3,600 tons of debris have been removed from neighborhoods, canyons, and the San Diego River.Other efforts in the program include an increase in street sweeping in the East Village, sanitizing sidewalks, and graffiti removal. 1302

SAN DIEGO (KGTV) — San Diego County has recorded its first case of measles of the year. The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication. SAN DIEGO (KGTV) - Recent changes at the border are being felt as President Trump considers a total border shutdown to combat the immigration crisis. Customs and Border Protection officials announced the reduction of the commercial lanes at Otay Mesa from 10 lanes to 8 Tuesday. “4 to 5 hours,” said one driver who added another man in his fleet took more than 6 hours to make it across Wednesday. Companies say drivers are missing deadlines or just skipping the day altogether to avoid the delays. “They lose millions,” said driver Benjamin Alfaro on the already cumbersome process taking even longer, “so if they don’t do that in the normal time of course they lose money. It’s a lot of pressure on everybody.” The President is expected visit the Southwestern border on Friday. 788
