A magnitude 6.1 earthquake has struck off the coast of Japan, United States Geological Survey reports.The earthquake's epicenter is located  in the Pacific Ocean, about 175 miles away from the coastal city of Kamaishi.The magnitude 6.1 quake occurred about 6 miles below the surface of the earth.The Japan Meteorological Agency currently has no tsunami warnings or advisories in affect, nor does the National Oceanic and Atmospheric Administration.The earthquake occurred one day after more than 200 people died in an earthquake near Mexico City. 569

A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with WFTS, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling. 783

A mail carrier in West Virginia has pled guilty to attempted election fraud after trying to change the party affiliation on several ballots from Democrat to Republican.Thomas Cooper, who was charged in May, pled guilty Thursday, attempt to defraud the residents of West Virginia of a fair election and one count of injury to the mail, a statement from the Department of Justice said.Cooper delivered letters to Onego, Riverton, and Franklin, West Virginia, all of which are in Pendleton County.According to a statement back in May, a county clerk found that five ballots' party affiliations had been changed from Democrat to Republican, and three other ballots' request had been altered, but their affiliation had not been changed.Cooper said he made the changes as a joke, the statement in May said. 808

A federal judge in Florida has ruled that the state must give voters whose mismatched signatures disqualified their provisional and mail-in ballots until Saturday at 5 p.m. ET to correct those signature problems -- extending the deadline by two days.The ruling by U.S. District Court Judge Mark Walker comes in a suit brought by U.S. Sen. Bill Nelson's campaign and Democratic Party officials, who are looking to the courts to help them find votes to narrow the margin in the race with Republican challenger Gov. Rick Scott.The order affects approximately 5,000 voters who sent in ballots by mail or were forced to sign provisional ballots, but whose signatures did not match those on file with the state."There are dozens of reasons a signature mismatch may occur, even when the individual signing is in fact the voter. Disenfranchisement of approximately 5,000 voters based on signature mismatch is a substantial burden," Walker wrote in the order.It is not yet clear exactly how this ruling impacts the timetable to meet Thursday's 3 p.m. recount deadline, or whether there are enough ballots in question to potentially change the outcome of race.The ruling is narrower than the wider relief that Democrats were seeking -- to invalidate the signature-match requirement entirely. Florida law requires signatures on vote-by-mail and provisional ballots match the signatures on file for each voter. Attorneys for Nelson's re-election campaign argued that the signature-match rules violate the US Constitution and called for the judge to invalidate the law. Lawyers representing the state of Florida and the National Republican Senatorial Committee, along with others, argued that the law was valid and constitutional.The number of ballots in question is less than the margin of votes separating the closest race undergoing a recount. Scott led Nelson in the unofficial, pre-recount tally by more than 12,500 votes.The gubernatorial contest between Republican former Rep. Ron DeSantis and Democratic Tallahassee Mayor Andrew Gillum is also being recounted, but the margin is wider -- nearly 34,000 votes. Florida Democrats are aware that margin will probably not be overcome in a recount. A man used electronic purchase alerts from his bank on a credit card he never received, to track down an alleged crook within hours.In the early morning hours of June 21, Josh Blair noticed an alert on his Apple watch confirming a purchase he made at a nearby gas station.But Blair told KSBY he didn't spend at the gas station and, in fact, Blair said he never even received the new American Express card in the mail the purchase was made on.He decided to find out who was using his new credit card around Santa Barbara.Surveillance footage from Blair's apartment complex shows a man unlock the mailbox and withdraw the envelope containing Blair's credit card.After speaking with officials at the post office, Blair said he learned the key to the boxes was lost and the lock had not yet been replaced.Throughout the morning, a series of charges hit Blair's account, all within miles of his home. So after filing a police report, he decided to track the crook himself."I talked to a friend earlier and he said 'OK, be careful.' And I said 'I guarantee I catch him within 24 hours,'" Blair recounted. "It was actually two hours from that time, I remember. I didn't spend much time thinking about what would happen."Throughout the afternoon, Blair raced from business to business as charges appeared on his card, each time, just missing the thief.Then, Blair got a charge alert from the newly opened hotel and restaurant, so he rushed over and spoke to the bartender."He was like 'yea, I'm sure that guy was just here, he just left the bar. I believe he's staying here, let me go check,'" Blair recalled. "He did that then came back and said the guy just ran out in the parking lot. He told me where, so I ran after him and so did the bartender, he helped me out. That's where we caught up with him and basically apprehended him."Blair said he and the bartender held the man until police arrived.Police arrested the man and Blair said police told him there is an arrest warrant for the suspect in nearby Los Angeles County.This story originally reported by Aja Goare on KSBY.co
