A wildfire is burning out of control north of Los Angeles, forcing thousands of residents to evacuate their homes, fire officials said.The Tick fire near Santa Clarita broke out Thursday and in just a few hours has burned about 3,950 acres, the Los Angeles County Fire Department said. It was 5% contained by late Thursday.The wind-driven blaze had only scorched a couple hundred acres when it quickly exploded to more than 3,000 acres and destroyed several structures, the fire department said.The cause was unknown.The Agua Dulce area, where the Tick Fire is burning, was part of the ongoing intentional power outages, said Lois Bruce, a spokesperson with Southern California Edison.The area was de-energized at about 8:50 am (local time) and blaze started at approximately 1:45pm, Bruce said.Wind speeds in the area are sustained at about 15 mph, with gusts of roughly 30 mph, the National Weather Service said.Mandatory evacuations were ordered for homes in the northern area of Los Angeles County and several shelters were opened.An animal protection nonprofit was scrambling to evacuate animals from their farm in Santa Clarita as a large plume of dark smoke was spotted near the property."Please support our efforts to activate our emergency plan! A second Florida city paid thousands of dollars to ransomware attackers who hacked their computer systems -- the latest in a growing trend that forces local governments offline.Officials from Lake City agreed Tuesday to pay 42 bitcoin, roughly 6,000, to hackers who seized the city's computer systems June 10, ending a 15-day standoff.It's the second city in Florida to fall prey to ransomware attackers this summer: On June 19, Riviera Beach officials voted to pay their requested ransom of 65 bitcoin, close to 0,000, to hackers who disabled the city's online services in late May.Lake City police said the city paid a ,000 deductible to its insurance company, which will cover the rest of the ransom.In a statement, the city called the attack a "triple threat," a ransomware program that attacked the city's network three different ways and took out email systems, landline phones and online credit card payment.Cyber attacks on government are growingRansomware attacks have spiked since 2016, hijacking the computer systems of government entities like cities, police departments and schools. A U.S. Navy sailor killed two U.S. Department of Defense civilian employees and wounded an additional civilian at Joint Base Pearl Harbor-Hickam near Honolulu, Hawaii, on Wednesday. According to Rear Admiral Robert Chadwick of the U.S. Navy, security forces responded to a reported shooting at the Pearl Harbor Naval Shipyard around approximately 2:30 p.m. local time. The base confirmed that access gates were closed. Nearly 90 minutes after the incident, the gates to the base were reopened.Chadwick confirmed that the suspect shot three male civilians before shooting himself.The names of the victims will not be released until the next of kin have been notified.More than 19,000 active duty are stationed at the base.
