SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored.The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says.The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321

SAN DIEGO, Calif. — Scientists are harnessing a not-so-secret weapon in the fight against climate change: plants.“Plants are very good at one thing and that is to catch carbon dioxide out of the air and using the power of the sunlight to fix it to make into bio-materials," said Wolfgang Busch.A plant scientist and professor at the Salk Institute for Biological Studies, Busch is co-director of the Harnessing Plants Initiative (HPI). "Plants are superheroes," said Busch. “They can do what nothing else can do, no technical solution at that scale, to catch a lot of carbon dioxide and fix it.”Yet, humanity is still losing the climate change battle. After decades of burning fossil fuels, the planet continues to warm, with natural disasters growing more frequent and intense.Busch says while plants suck up carbon dioxide, some of it is released back into the atmosphere.“How can we actually make plants better in not only catching the carbon dioxide but keeping it in the soil?” said Busch.That's the challenge his team set out to solve, working to identify genes that help plants store more carbon underground. “Trying to enhance their superhero capability even more," said Busch. They’re developing plants with deeper, more massive roots, rich in a substance called suberin, a natural carbon storage device. Combined, these traits supercharge the plants, allowing them to absorb more carbon dioxide and keep it locked underground.“We think it has all the characteristics of something that can make a huge impact addressing this very difficult question, how to draw down carbon dioxide from the air and store it," said Busch. These climate fighting traits can then be transferred to the world’s six most prevalent crops: corn, soybean, canola, rice, wheat, and sorghum.By tapping into the existing agricultural supply chain, researchers say more than 75 percent of the world’s cropland could be converted into carbon storage.“We think in 10 to 15 years, after partnering with different stakeholders, seeds will be available to farmers at scale to plant the first carbon-sequestering crops,” said Busch.Busch says one of their top priorities is ensuring the initiative will benefit farmers, aiming to produce plants that will equal, if not exceed, the yields of current crops. And storing carbon underground not only protects the atmosphere but enriches the soil, making it more fertile.Busch says the plants will also be more resilient to climate-related threats, with an enhanced ability to hold water, resist pathogens, and tolerate stress"Gives us hope that we can make a huge impact; if we can develop crops that are better at storing carbon for longer and if these crops are adopted at a very large scale," said Busch.The initiative has received over million in grants, with the most recent boost from Amazon CEO Jeff Bezos donating million. 2867

SAN DIEGO (KGTV) -San Diego is expecting the most powerful Santa Ana winds of the season this week. The winds are expected to pick up late Tuesday into Thursday. Cal Fire is urging residents not to let their guard down, but cautions, this is not the time to start clearing defensible space. "This week we really want people to tap the brakes on going out and clearing their property, we don't want them to start the next fire trying to do the right thing, the wrong way, at the wrong time, so please don't clear your property this week, focus on having an evacuation plan so you can get your family members, pets and livestock out when the need arises," said Captain Thomas Shoots, Public Information Officer for Cal Fire San Diego.RELATED: Check 10News Pinpoint Weather ConditionsFirefighters from San Diego, Chula Vista, Coronado, Imperial Beach, and Cal Fire are helping to fight the fires in Sonoma County and the Getty Fire in Los Angeles. Still, Shoots said there is no strain on local resources. "We know that a lot of times, this time of year, we'll have multiple major events happen at the same time, so we can send out plenty of resources and still be staffed up in San Diego so we are watching that very closely and we want to make sure that if anything takes off here we have plenty of resources to draw from," said Captain Shoots. Crews are able to monitor all the fire activity across the state from the command center at the Cal Fire Headquarters in Rancho San Diego. "Regionally, we're looking pretty good, we're fortunate that both fires that we had on Friday we were able to jump on it, put a ton of resources on it, and we were able to stop those before they became major incidents," said Captain Shoots. According to Shoots, this has been a mild fire season compared to last year. "We continue to see fires this year, but most people haven't heard about a lot of the fires that we've had because we've been able to keep them small. With Cal Fire, our goal is to keep 95% of the fires at 10 acres or less, and we've been fortunate with that this year because the conditions have been milder," said Shoots. Right now, Cal Fire crews are working seven-day shifts, instead of the standard three."We've been pretty lucky with the fire activity around the state has been pretty light. Most other years, we've been hit pretty hard, and we start to get worn down this time of year, but 2019 has been relatively good to us. SAN FRANCISCO (AP) — A California state appeals court has thrown out the sole conviction against an immigrant who fatally shot a woman on the San Francisco waterfront in 2015.The 1st District Court of Appeal on Friday overturned a gun conviction against Jose Inez Garcia-Zarate because the judge failed to instruct the jury on one of his defenses.Garcia-Zarate was acquitted of murder in the killing of Kate Steinle, who was on a pier with her father when she was shot in the back in July 2015.The case of Garcia-Zarate, who was in the country illegally and had been deported five times, touched off a fierce immigration debate.He said he unwittingly picked up the gun wrapped in a T-shirt and it fired accidentally.Garcia-Zarate is in custody and facing federal gun charges. 783
