SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608

SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) — New details are emerging on the latest iteration of plans to turn the quaint but struggling Seaport Village into a local destination.On Tuesday, group Protea Waterfront Development held a news conference on the plans, featuring international developer Bjarke Ingels. "I think the potential, if we do it right, could be comparable to what happened to Sydney when they planned and designed the Sydney opera," he said. RELATED: 467

  

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches.
