SAN DIEGO (KGTV) -- After years of setbacks and construction, part of One Paseo is getting ready to open its doors in Carmel Valley. The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. The City Council approved the much larger original project in 2015, but it was overturned after opponents collected 60,000 signatures on a petition. Council members urged the project's developer, Kilroy Realty, and its opponents to reach a compromise.The downsized One Paseo project was approved by San Diego’s City Council 8-1 in mid 2016. SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. SAN DIEGO (KGTV) - A San Diego man thanked lifeguards Thursday for saving his life after he fell from the Ocean Beach pier.Adrian Castillo, 19, was drinking alcohol with his brother and friends in January when he suddenly fell backwards into the cold water.Castillo’s brother called 911 and after nine minutes, lifeguards Marc Brown and Jim Lockwood found him floating face-down in the water.Castillo was technically dead for five minutes.He spent three days in a coma and also suffered pneumonia from the cold water.“I have a scar in the back of my head,” said Castillo. “I have a couple of scars on my chest from grabbing on the poles.”Castillo is now fully recovered.“I’m very grateful,” said Castillo.  “If it wasn’t for them I probably would have been lost out in the ocean for like a month or something.”“We’re happy that you’re back and safe and alive,” Brown said to Castillo. “You have a second chance in life now.”San Diego Lifeguards, Police and city officials want everyone who heads outdoors this summer to be educated on rip current safety, drowning prevention, bonfires and know what they should not bring to our local beaches.The city has created a website to help guide locals and visitors to safety. 1230

SAN DIEGO (KGTV) — An Escondido Union School District school is suspending on-campus operations for the rest of the month after three positive COVID-19 tests.Three people in the Pioneer School community tested positive for the virus in separate, unrelated instances off-campus. Due to this, and the high case rate in the surrounding area, the school district says it is temporarily suspending all on-campus activities at Pioneer School through Nov. 30.The suspension includes pausing the school's hybrid instruction model and extended care, and moving students to virtual learning. The school's distribution of free, to-go meals will continue."EUSD’s decision to suspend on-campus learning at Pioneer School was not directed by a public health department. County health officials have continued to express confidence in EUSD’s health and safety protocols. This decision was made to ensure the stability of the educational program offered to our students, as well as to continue our commitment to ensuring the health and safety of our students and employees," a district statement read.The school says the campus closure will affect 449 students. SAN DIEGO (KGTV) – A shipment from Mexico containing over 200 non-FDA approved COVID-19 test kits was seized at San Diego International Airport, U.S. Customs and Border Protection officials announced Wednesday.CBP officials said the shipment of two packages arrived at the airport on Dec. 1 from a flight out of Mexico. In a news release, officials said the shipment was manifested as “plastic card” and then taken for inspection.Officers found 251 COVID-19 test kits inside the packages, and they were then evaluated by FDA officials.An inspection by the FDA found the kits were misbranded, and the shipment “did not have an FDA Emergency Use Authorization and violated the Federal Food, Drug and Cosmetic Act.”The kits, with a domestic value of ,000, were seized by CBP officers, with Homeland Security notified of the shipment.CBP San Diego Director of Field Operations Anne Maricich said, “I am proud of how vigilant our officers are when it comes to protecting our communities, they stopped the entry of unauthorized, unproven and potentially unsafe goods into the United States.
