China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries. At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated. The tariffs hurt profits of major automakers that ship cars to China from the United States. Germany's BMW and Daimler, the owner of Mercedes-Benz, have been hit particularly hard. Shares of BMW (BMWYY) and Daimler (DDAIF) both trimmed early Friday losses on the news. The stocks had spiked last week after Trump tweeted that China was going to cut auto tariffs.General Motors (GM) and some other automakers already have a large presence in China through partnerships with local manufacturers. It has become the largest and most important market for the American auto industry. Because their plants are in the country, they weren't subject to big import taxes.Yet China's tariffs have hurt exports from US auto plants. The value of US passenger car exports to China has fallen by .4 billion, or 30%, over the course of the first nine months of the year.Part of that could be because of slowing Chinese auto sales. Yet overall sales of American cars in China -— including those made in China — are down only about 1% so far this year.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. Cigarette use among American adults is at the lowest it's been since the Centers for Disease Control and Prevention started collecting data on the issue in 1965, according to a report released Thursday."The good news is that cigarette smoking has reached unprecedented lows, which is a tremendous public health win, down to 14 percent from over 40 percent in the mid-1960s," said Brian King, senior author of the report and deputy director for research translation at the CDC's Office on Smoking and Health. About 47.4 million Americans, or 19.3%, used any tobacco product in 2017, the report says.He believes that the decline is due to proven interventions, such as smoke-free policies and rises in the price of tobacco products. As stated in the report, the data is from the National Health Interview Survey, "an annual, nationally representative, in-person survey of the noninstitutionalized U.S. civilian population." The 2017 sample included 26,742 adults and had a response rate of 53%.Researchers assessed the use of five types of tobacco products: cigarettes, cigars, pipes (including water pipes and hookahs), e-cigarettes and smokeless tobacco (such as snuff or dip)."During 2016-2017 declines occurred in current use of any tobacco product; any combustible tobacco product, [two or more] tobacco products; cigarettes; and smokeless tobacco," the report says.King added, "on balance, we still have some public health hurdles in that there is still 47 million Americans that are using some form of tobacco products, and we still have significant disparities among the groups in the country in terms of tobacco product use."So, who is still using these products, and what are they using?Beyond the 14% of Americans smoking cigarettes, 3.8% are smoking cigars, 2.8% are using e-cigarettes or vaping, 2.1% use smokeless tobacco products, and 1% are using pipes.Males (24.8%) were more likely to be smoking than females (14.2%). The highest age group for smoking was among those between 25 to 44 (22.5%); those 65 and older smoked the least (11%). Southerners and Midwesterners (20.8% and 23.5%, respectively) smoked more than those in the Northeast (15.6%) and the West (15.9%)The researchers also looked at race, education level, income level, sexuality, insurance provider and marital status to determine smoking rates.Although cigarettes are the leading cause of tobacco-related deaths and diseases in the country, according to King, he also believes other tobacco products, such as e-cigarettes, need to be considered to continue declining rates of overall tobacco product use."It's critical that we not only modernize our strategies in terms of population but also modernize our interventions to be sure that we are capturing the full diversity of tobacco products that the American public are using," King said. 2850

Chinese film star Fan Bingbing has appeared in public for the first time since she vanished without a trace three months ago, sparking rumors that she had been disappeared by the Chinese Communist Party. In a video posted by Baidu News and shared on Weibo, Fan was shown leaving Beijing Capital International Airport on Monday night, wearing dark glasses to hide her face and followed by a man with a large black umbrella.Despite her attempts to slip in under the radar, the 37-year-old actress was caught on camera by paparazzi photographers.CNN has not been able to independently confirm the veracity of the photos.Fan is among China's best known film stars, commanding million-dollar contracts for her performances in dozens of Chinese productions. She has also appeared in large international film franchises such as X-Men.But after allegations of tax avoidance by Fan were aired on Chinese social media in June, the high-profile actress disappeared from public life without a statement or explanation.Experts speculated she had been put into detention by the Chinese government while the tax allegations against her were investigated, a worrying development given her huge public profile and international standing."That China feels so emboldened to disappear even one of its most famous actresses ... should be a real wake up call that anyone within China could be next," human rights advocate Michael Caster wrote for CNN in September. On October 2, the Chinese government announced Fan had been fined for tax evasion, using multiple contracts to hide large secret additional salaries for her performances.Fan had to pay 0 million, according to the government, which included million in late taxes and fees. Because she was a first time offender, the government said there would be no criminal charges filed. 1858

CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. RELATED: Friends of slain Helix High School student working to build permanent memorial for himPolice say the suspect group is believed to consist of eight to 15 men and women between the ages of 17 and 20. All the suspects are still at-large. Investigators believe witnesses may have used their cell phones to record the stabbing and are asking anyone with information or video to come forward. Anyone with information is asked to call Chula Vista Police at 619-691-5178 or the Crime Stoppers anonymous tip line at 888-580-8477. 2269

CHULA VISTA, Calif. (KGTV) - A new adult care center is opening next month in Chula Vista. It's the first of its kind, replicating a 1950's town with storefronts and interactive activities. The nonprofit George G. Glenner Alzheimer's Family Centers is behind the new facility, called Glenner Town Square. The indoor, simulated urban environment uses reminiscence therapy to help those with Alzheimer's and dementia, bringing people back to a time where their memories are strongest.Glenner Center's Lisa Tyburski says while the memories experienced at the center don't last forever, they bring patients joy in the moment."They'll leave tired, they'll have had a good day," said Tyburski. "It helps in the evening with sleep, which of course will help with mood the next day."After an assessment with the facility, caregivers can drop off loved ones at the center.Services range from for a full day and per half day. The facility opens in April and will operate Monday through Friday from 8:45 a.m. to 5:15 p.m. 1029
