SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) - Two thieves prowled an entire neighborhood in Oak Park looking for something very specific on the vehicles.Along Blackton Drive, the sense of safety is shattered for David Cabrera.  Late Wednesday morning, Cabrera and his wife returned home to a neighbor telling them to check their license plate.  He discovered the registration sticker on his truck stolen. He had sliced his sticker into eight different sections as a precaution but it didn't help.Cabrera's surveillance cameras revealed the thieves:  a man and a woman walking together. A tree obscures the camera's view, but a woman can be seen behind Cabrera's truck, while the man stands and looks around.  The woman gets up and the two walk off.Seconds later, a neighbor saw the same woman peeling off a sticker from another car and the neighbor ran out of her kitchen to confront her.  That neighbor told the woman to put it back.  The woman got verbally aggressive but did put the sticker back.Neighbors called 911 but the thieves took off.  After Cabrera posted details on the Nextdoor app, five other neighbors reported also getting hit that morning."It's a feeling of violation. You want to feel safe in your own neighborhood," said Cabrera. 1275

Solana Beach ranked seventh on the list of 50 cities, based on its walkability, commute times, and attractions."Located less than 30 minutes from downtown San Diego, area residents have access to jobs and entertainment located in the major urban area," the website wrote. "The city is also home to one of only three train stations in San Diego County, providing commuters more options. For recreation, the city boasts 1.7 miles of beach, and a higher than average per capita concentration of restaurants, gyms, museums, and movie theaters."The website used data affordability, economy, quality of life, and community to develop its best cities list. Things like crime rates, number of restaurants, employment, income, taxes and home value, and health care statistics all factored into the site's analysis.Cities that made the list included:1. SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats.
