SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. Work is almost complete on a brand new pedestrian plaza, replacing half of the parking lot in front of the Air and Space Museum.RELATED: City to replace 144 parking spaces with plazaNext to the plaza, the Comic-Con Museum still plans a grand opening in the summer of 2021 in the building that used to be the Hall of Champions.And the Save Starlight group just revealed new plans for a complete overhaul of the Starlight Bowl theater, which has been closed since 2010."The placement of the museum in that area couldn't have been any better," says Melissa Peterman, the VP of Development for the Comic-Con Museum. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. "They can see this is really viable for the future."Stopper says it's an exciting time to be around the park, as it adds more gems to the Crown Jewel of San Diego. 2669

SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes.The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control.
