Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. Police in North Haven, Connecticut have arrested a man they said implied he was going to hand out candy filled with poison to trick-or-treaters.Detectives received an anonymous tip about alarming statements made by 57-year-old Ronald Przybylo.Upon their investigation, police said they found disturbing posts and videos that led them to believe the man was possibly dangerous.Police said Przybylo allegedly posted comments implying that he planned to provide candy filled with rat poison to trick-or-treaters.Przybylo also reportedly referenced several mass killings from around the country and “dubbed himself the Halloween Lunatic,” police said.When officers responded to his home, they found floors and furniture to be completely covered with animal urine and feces.The North Haven Animal Control and the Quinnipiac Valley Health Department responded and removed three dogs, three cats, and an Amazon African Bird.Ronald Przybylo was arrested and charged with second-degree breach of peace, seven counts of animal cruelty, and was held on a ,000 bond.Maryellen Przybylo was also arrested and charged with seven counts of animal cruelty and was released on a ,500 bond.She’s expected to appear in court on Nov. 9. 1233

PHOENIX - Believe it or not, a shelter pup was returned to the Arizona Animal Welfare League in Phoenix because he was too good.In a Monday Facebook post, AAWL said 1-year-old Binx was adopted and returned within 48 hours with notes saying he's potty-trained, good with kids and fun to play with. Turns out, Binx's temporary new family wanted more of a challenge from their adoptive pooch and returned him to AAWL.According to the shelter's Facebook page, Binx "can't get anything done at the shelter because everyone is petting me, telling me what a good boy I am, and taking me for walks!"Binx's profile on the AAWL?website says an active family would be ideal for the large-breed dog, who loves to run, hike, and do "anything that involves being outside."Anyone who wants more information on Binx can check him out here. 836
