(KGTV) - A Solana Beach cafe is rebounding after a theft over the summer, new coronavirus restrictions and wintry weather.Back in August, seven of Homestead Cafe and Market's tables and chairs were stolen. Police found the culprit and got back most of their outdoor dining furniture.The entire time, the community has wrapped their arms around the mom and pop shop."People are still coming by wanting to bring stuff asking what we need," co-owner of the restaurant Marie Brawn said, thankfully."They wanted to make sure that we knew that they still want a place like this to be around after this whole mess," she said alluding to the constantly changing coronavirus guidelines for restaurants.She said many small businesses like them in the area have been shutting down."It's a bit of a roller coaster, it's been very humbling," co-owner Jamie Brawn said.The couple was ahead of the curve when the county announced San Diego was in the purple most restrictive tier this week. They already had all their dining outside.When they made that move, they were ahead of the forecast, thinking to add a waterproof custom made patio cover and heat lamps."Through the generosity of our neighbors, we were actually able to do it and get ready for winter coming," Marie said.She said a couple of loyal customers even came and sat under their new patio in the rain last weekend.Inside their cafe has been redesigned into an organic market, filled with produce, specialty cheeses, Italian sauces, beer, wine, breakfast items. They also have items for those with dietary restrictions and gifts for the holiday season.The market helps them with the overhead, keeping the business afloat.On top of it all, they're balancing distance learning with their two boys and charity work, feeding families in need in North County. SPRING VALLEY, Calif. (KGTV) – A construction worker was struck by a vehicle and killed along state Route 94 in Spring Valley in a crash the California Highway Patrol said is DUI-related.The collision happened just before 10 p.m. Wednesday on westbound SR-94 near Cougar Canyon Drive, CHP officials said.According to the CHP, the stretch of roadway was “an active construction zone” with the westbound side coned off. A construction worker was directing traffic when a 1996 Lincoln Town Car entered the coned area and hit him, the CHP reported.The worker, identified only as a 27-year-old San Diego resident, was rushed to the hospital but died from his injuries.CHP officials said the Lincoln’s driver, 69-year-old San Diego resident Arnold Lee Patton, was arrested on suspicion of DUI and vehicular manslaughter.Patton was booked into County Jail for felony DUI causing injury or death and gross vehicular manslaughter, the CHP reported.The incident remains under investigation. 988

(KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. Zillow reports that the average rent in Solana Beach is ,837 a month, up 4.7 percent from a year ago.    1459
