(KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. He said he was detained again in January.Founder of Border Angels Enrique Morones was livid after he heard of the harassment."What happened to Hugo Castro and James Cordero both border angels, is outrageous, is absolutely outrageous and they're not the only two, there's other people I know who have been in the same situation," he said.SPLC, CCRT and the American Immigration Council claim alerts were placed on immigration lawyer's passports. 1886

SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance. SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. In addition to the multi-million dollar grant, an additional million in funding was provided by the city’s Affordable Housing Fund. “With the City’s assistance, this apartment complex can help ease the burdens for those looking for a place to call home," Bibler continued. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329

(KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega.
