The FBI, in a change of policy, is committing to inform state officials if local election systems have been breached, federal officials said Thursday.In the past, the FBI would alert local governments about attacks on their electoral systems without automatically sharing that information with the state. That meant state officials, left in the dark, might be in a position of certifying the accuracy of election results without realizing there had been problems in individual counties. Alerting local governments about breaches, but not the states, was in keeping with FBI policy of protecting the privacy and identities of the actual hacking victim.Now, though, the FBI will notify both counties victimized by breaches as well as the state’s chief election official — in most cases, the secretary of state. Under the new policy, that notification is to be done in person. The state will be notified either simultaneously or around the same time, officials said Thursday.The change is intended to bolster federal-state cooperation, which has often been difficult on electoral issues, and is one of several government efforts to rethink how information about cyber threats is shared and with whom. It may also ease concerns of local officials who in the past have complained about the lack of information they’ve received from the federal government, though cooperation has improved ahead of the 2020 election with concerns that Russia or another nation could try to tamper with the vote. The moon is slowly shrinking over time, which is causing wrinkles in its crust and moonquakes, according to photos captured by NASA's Lunar Reconnaissance Orbiter.Unlike Earth, the moon doesn't have tectonic plates. Instead, as the moon's interior has cooled over the last several hundred million years, it has caused the surface to wrinkle as it shrinks. Unlike the flexible skin of a grape when it shrinks into a raisin, the moon's brittle crust breaks. This creates stair-step cliffs called thrust faults as part of the crust is pushed up and over another close part of the crust.There are now thousands of cliffs scattered across the moon's surface, averaging a few miles long and tens of yards high. The orbiter has taken photos of more than 3,500 of them since 2009. In 1972, Apollo 17 astronauts Eugene Cernan and Harrison Schmitt had to ascend one of these cliffs, the Lee-Lincoln fault scarp, by zig-zagging the lunar rover over it.Today the moon is 50 meters "skinnier" because of this process. And as it shrinks, the moon actively produces moonquakes along the faults. Researchers re-analyzed seismic data they had from the moon to compare with the images gathered by the orbiter.Data from the seismometers placed on the moon during the Apollo 11, 12, 14, 15 and 16 missions revealed 28 moonquakes recorded between 1969 and 1977. Researchers compared the location of the epicenters for those quakes with the orbiter imagery of the faults. At least eight of the quakes occurred due to activity along the faults. This rules out the possibility of asteroid impacts or rumblings from the moon's interior.This means that the Apollo seismometers recorded the moon shrinking, the researchers said. The General Motors strike has caused a major disruption in the supply of auto parts to mechanics. Hannah Pelletier of Davis Auto Repair got the last brake module in her town to fix Chevy Suburban. “With the strike, we’re seeing parts take a week to two weeks,” said Pelletier.Pelletier said the typical wait is one to two days. “We normally get daily shipments and right now the shipments ha been sporadic,” said David Hunn, the service manager at Ed Bozarth Chevrolet in Aurora, Colorado. It’s not just the independent repair shops either. GM dealerships like Ed Bozarth's also in Aurora doesn’t know when their deliveries are coming. "Right now I’ve got three vehicles that are tied up waiting on parts,” Bozarth said.Hunn said one of his customers has been waiting three weeks to get their car fixed. There’s nothing he can do right now. He can’t fix it without the right pieces. In a statement, GM said dealers have a limited supply of parts, but that they're supplementing with inventory from wholesale dealers and other suppliers. The company says its ability to ship from distribution centers is limited. “Being an independent shop, our employees are very important to us. So if they felt they weren’t being taken care of we would want to do what we can because they’re what builds my business,” said Pelletier. Pelletier said she understands why the workers went on strike.
