SAN DIEGO (KGTV) — While California's new regional stay-at-home order forces many business sectors to close or adjust restrictions, the state is encouraging residents to continue outdoor recreation safely.In the new order, the state says, "to promote and protect the physical and mental well-being of people in California, outdoor recreation facilities may continue to operate." The order adds that outdoor recreation facilities cannot sell food or drink on-site. Overnight stays at campgrounds are also banned. "Outdoor gyms meet the essential workforce definition of an outdoor recreational facility for the purpose of facilitating personal health through physically distanced outdoor exercise and may continue operations."In the City of San Diego, golf courses and pools that are already open can stay open, but reservations will be required.While parks and preserves remain open, playgrounds — outdoor and indoor — must close under the health order. Though at times outdoors, museums, zoos, aquariums, and family entertainment centers must also close.Outdoor recreation facilities will still require social distancing and mask-wearing, county and state public health officials say. The new regional stay-at-home order will last for at least three weeks starting Dec. 6 at 11:59 p.m., until the county is approved to move back to the state's blueprint for reopening tier system. 2148

SAN DIEGO (KGTV)-- A San Diego mother says working from home during the coronavirus pandemic cost her her job. She claims she was fired because her kids were making noises in the background of her teleconference calls."We're letting you go," Drisana Rios said. That was what her Human Resources representative told her in a call earlier this month. She said she thought the call was supposed to help resolve her workplace problems. Instead, by the end of the call, she says she was fired.Rios says it all began in mid-March when her bosses at an out-of-state insurance firm told her to work from home and telecommute via conference calls. This was in response to the state's COVID-19 lockdown orders.Rios says all parents working from home received an email from the company's regional boss that read, "thank you for the incredible effort you are putting forth through these difficult times." She says it also said that they would avoid layoffs during the pandemic.Like many parents, Rios was unable to find childcare for her four-year-old daughter and one-year-old son. Despite juggling parenting and working from home, Rios claims she was able to complete all her tasks. She adds that her clients never complained about her kids being in the background of her conference calls. The only complaints, she says, came from her male, direct superior."I said, 'Do you want me to lock my kids in the room? My one-year-old in the room? Do you want me to do that?' And… he responded and said, 'Figure it out.'" Rios said.She says she tried to arrange calls to be during her children's afternoon naptimes but claims her boss continued to ignore and demean her."He would purposely overlap schedules," Rios said.Rios then reached out to her HR department and asked how she should deal with the harassment she says she was experiencing-- a move she says that backfired a week later."She was shamed for having children, so she first elevated it to Human Resources," Daphne Delvaux, Sr. trial attorney at Gruenberg Law, said. "Human Resources took the side of the abusive manager, and terminated her for complaining."Rios has since filed a lawsuit against both her direct boss and the company for Gender discrimination, Retaliation, Gender harassment, Failure to prevent gender discrimination, Negligent supervision, Intentional infliction of emotional distress, and Wrongful termination in violation of public policy.In her complaint, Rios claims her HR representative told her that the company was "...experiencing a reduced revenue due to COVID-19 and they were laying [the] plaintiff off as a result of the pandemic." But Rios believes this was retaliation."The fact that they tried to cover it up because I went to HR, it's obvious what they did," Rios said.ABC 10News reached out to the company headquarters for comment on this lawsuit. SAN DIEGO (KGTV) — While fall-like temperatures lingered around San Diego County for a few days, a heatwave is on the way.Above-average temperatures are expected throughout the week with a heat advisory in effect from 11 a.m. Tuesday through 5 p.m. Friday.With many people still working and learning from home, you may have noticed higher energy usage on your electricity bill.“We’re dealing with some unusual and extreme situations this year given the COVID-19 pandemic and also extreme temperatures,” said Jessica Packard, communications manager for San Diego Gas and Electric (SDGE). “Look at conserving energy when you can, I know that’s easier said than done.”She said the key to bringing down that SDG&E bill is to avoid energy usage between 4 and 9 p.m.This time spent working from home can also come in handy.“If you are home working, try to maybe run the dishwasher during your lunch hour when you normally wouldn’t because you’d be in the office,” she said.To help during this pandemic, SDG&E has suspended service disconnections for those who can’t afford to pay their utility bill. SDG&E is also offering flexible payment plans.Based on annual household income, people who qualify can also sign up for state and federal programs to get discounts on monthly energy bills.“Look at some of our customer programs and assistance options if you’re really struggling and want us to cater maybe something to help you get through this difficult time,” said Packard.The hot and dry conditions across the county also cause fire concerns to grow. Firefighting agencies are asking everyone to remain cautious and avoid doing anything that can spark a fire.Right now, Packard said there is no need for Public Safety Power Shutoffs, but SDG&E meteorologists track and monitor the weather conditions daily in case there is a change.“At SDG&E, we really don’t want to turn off your power,” she said. “We try to give at least 48 hours’ notice in advance. It has nothing to do with high usage, but more on the high fire threat districts that say Santa Ana winds are coming through, we need to protect your house and the powerlines, should Santa Ana winds impact powerlines.” 2195

  

SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. He taught Malaiha how to call 911 on the phone, in case of emergencies. "I'm very proud of her," he said. 1616

  

SAN DIEGO (KGTV) - There will not be a new pledge class this year for one fraternity at San Diego State University.Phi Kappa Theta had its charter revoked by its national organization on Nov. 6.According to Phi Kappa Theta National, recent actions by members of the CA Phi Iota Chapter caused the chapter to be placed on suspension by both SDSU and the fraternity earlier this fall."This unanimous decision was difficult yet necessary," Fraternity President Adrian Gonzalez said. "Our intention is to use this process as a means to continue our Board’s long-term vision of supporting chapters aligned with our mission, vision, and values.”The fraternity said the SDSU’s chapter’s culture no longer aligned with the fraternity. SDSU officials said Phi Kap was initially put on suspension in January of this year and advised the fraternity that any further incident would result in their removal.“Allegations of violation of the alcohol policy by the fraternity were reported in September, which necessitated the further action,” SDSU media relations officer Cory Marshall said.Phi Kappa Theta’s expulsion at SDSU is in effect for seven years. 1159
