By mid-afternoon on Wednesday, some of the streets of Louisville were filled with demonstrators upset by a Kentucky grand jury decision not to charge two of the officers involved in fatally shooting Breonna Taylor in her home in March.On Monday, the city was placed in a state of emergency with the expectation that protesters and law enforcement would clash. Many downtown businesses were boarded up and police officers were called back from vacations.As of 9 p.m. ET, the city went under a mandatory curfew.Thirty minutes before the curfew order went into effect, two Louisville officers were shot amid the protests. The officers were hospitalized but expected to survive, Louisville Metro Police said.Brett Hankison was the only officer charged among those who participated in the raid on the apartment where Taylor lived. Hankison’s charges, however, were not directly in response to Taylor’s shooting. He was charged with wanton endangerment for firing gun shots at other apartments.Two other officers, Jon Mattingly and Myles Cosgrove, are not facing charges. Kentucky Attorney General Daniel Cameron considered their use of force justified.Hankison, Mattingly and Cosgrove returned fire during the raid after Taylor's boyfriend Kenneth Walker fired at the officers. Walker was arrested but had his charges dropped due to the belief that the officers were breaking into the apartment.Ben Crump, a civil rights attorney representing the Taylor family, called the lack of charges “outrageous and offensive.”“This is outrageous and offensive to Breonna Taylor’s memory. It’s yet another example of no accountability for the genocide of persons of color by white police officers. With all we know about Breonna Taylor’s killing, how could a fair and just system result in today’s decision? Her killing was criminal on so many level," Crump said.The NAACP called Taylor’s death “murder.”“The injustice we’re witnessing at this moment can be sensed throughout the nation. Kentucky’s Attorney General Daniel Cameron’s failure to bring substantial charges against the officers who murdered Breonna Taylor causes angst and pain for far too many Americans still reeling from a pandemic,” the NAACP said in a statement. “The charges of wanton endangerment in connection with the murder of Breonna Taylor does not go far enough and is a miscarriage of justice for her family and the people of Louisville. Atrocities committed against the people of this country by the authorities cannot and should not go unanswered when miscalculations are made. The continuous and blatant failure of a system sworn to protect the very citizens it endangers is all too telling of its efficiency and viability.”While some protesters demonstrated peacefully, others have ignored calls for peace.Raw video from the protests in Louisville showed a small group of protesters fighting with officers. CAMBRIDGE, Mass. – The U.S. government will pay Moderna Inc. up to .525 billion to secure 100 million doses of the company’s COVID-19 vaccine candidate.The U.S. Department of Health and Human Services (HHS) and Department of Defense (DoD) made the announcement Tuesday.HHS says Moderna will manufacture the vaccine doses while clinical trials are still underway to expedite the traditional development timeline and get vaccines to the public as soon as possible.The Trump administration hopes to deliver the vaccines by the end of the year, so long as the U.S. Food and Drug Administration (FDA) authorizes their use.“In creating a vaccine portfolio for Operation Warp Speed, the Trump Administration is increasing the likelihood that the United States will have at least one safe, effective vaccine by 2021,” said HHS Secretary Alex Azar. “Today’s investment represents the next step in supporting this vaccine candidate all the way from early development by Moderna and the National Institutes of Health, through clinical trials, and now large-scale manufacturing, with the potential to bring hundreds of millions of safe and effective doses to the American people.”HHS says the vaccine doses will be delivered to government-designated locations across the country and the U.S. could acquire up to an additional 400 million doses of the vaccine.If viable, the vaccines would be available to the American people at no cost, according to HHS. Healthcare professionals could charge for the cost of administering the vaccine, though.The vaccine, called mRNA-1273, has been co-developed by Moderna and scientists from the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. The third phase of the vaccine trial, which began July 27, is the first government-funded Phase 3 clinical trial for a COVID-19 vaccine in the nation, according to HHS.“We appreciate the confidence of the U.S. government in our mRNA vaccine platform and the continued support,” said Stéphane Bancel, Moderna’s Chief Executive Officer. “We are advancing the clinical development of mRNA-1273 with the ongoing Phase 3 study being conducted in collaboration with NIAID and BARDA. CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said. The cause of the crash was still under investigation Friday.RELATED: Marine killed, six others injured in rollover at Camp PendletonMcDowell was a platoon commander assigned to the 1st Light Armored Reconnaissance Battalion, according to officials. He accepted his commission as a Marine Corps officer on May 5, 2017. Through his military career, he had been awarded the National Defense Service Medal and the Global War on Terrorism Service Medal."We recognize that military operations are inherently dangerous and we take extreme precautions to ensure the safety and welfare of our Marines. This is a tragic accident and we are heartbroken at the loss of a member of our Marine Corps family. We will do all we can to comfort the family, friends and colleagues of Lt McDowell," the 1st Marine Division said in a release.The six other Marines injured in the crash were taken to a local hospital with injuries not considered serious. CALIFORNIA — Thousands of San Diego residents are saving big by "buying nothing."It's just past 9 a.m. on a late November in Bay Ho and lots of pieces of bread, rolls and muffins are ready for taking. Becky Sloan is the first to arrive.The food is set up outside the home of Tomira Baca-Craig, who runs a food co-op that divvies out extra bread donated by bakeries and stores. On this morning, she posted the giveaway on her "Buy Nothing" Facebook group.It's not just bread. Sloan showed reporters with KGTV in San Diego photos of baseballs, crafting items, shoes for her children and home decor, just some of the stuff she's received in the last two years. All of the items were offered up by neighbors on the Bay Park/Bay Ho Buy Nothing page."I think I might have saved anywhere from ,500 to ,000," Sloan said.Sloan actually gifts more items than she receives."It's awesome.
