SAN DIEGO (KGTV) - The family of a man killed in 2013 is pleading with the community for new leads as the case has now been left unsolved for more than half a decade.Ralph Green was killed on October 20, 2013.  He was murdered on Jewell Street in the Mountain View neighborhood, on the porch of his daughter’s home while at her 32nd birthday party.His daughter, Chanel Green, says the shooting happened suddenly, catching everyone by surprise.“My mother was on her way outside, so it was a blessing I didn't lose both my parents that day,” Chanel said. “I remember (my mother) shrieking, ‘oh my god, Ralph’s been shot.’ And I ran to the door to see my dad walk holding his neck.”Green says he was shot three times, once through this throat.“My brother catches him, and I moved my brother out of the way, and I laid (my father) down on the ground, and I start screaming, “oh my god, my dad’s been shot, call the police,’” she said. “My dad bled out on the floor, and all I could hope was that he heard me when I told him I loved him.” Channel’s aunt, Jennetta Pierce, was also shot.  Pierce is Ralph’s cousin-in-law.Pierce says she was inside the house, by the window, when the bullets started flying. One of them hit her on the lower back.“I got hit, but I didn’t let anyone know I got hit because my kids were there, and I just told them to get up under the table,” Pierce recalled.  After that, emergency crews came inside the house and took her to the hospital, where she spent two weeks.  She says she spent the next five years focused on moving forward.Police have said the shooting was random.  Chanel says there have been tips, and potentially leads given to the police but none have panned out.  But she’s convinced that there are people out there that know something, that can give her and her family the closure they need.“For anybody who knows somebody that knows something to come forward, now is the time, to tell the truth,” Chanel said. Anyone with information can contact San Diego Police or Crime Stoppers at 888-580-8477. 2087

SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. A qualified facility where you have to meet standards to come in,” Josh told ABC 10News.The City Council is slated to discuss the proposal and release a decision on Tuesday.Meanwhile, city leaders and the SDHC said security will be ramped up around the new apartments, with two live-in managers on site and residents will be the only ones allowed inside.If the project is approved, the transformation could happen as early as December 2020. 2140

A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789

  

SAN DIEGO (KGTV) - The mountain lion euthanized by California Department of Fish and Wildlife wardens is the same animal responsible for attacking a boy at Los Pe?asquitos Canyon Preserve, CDFW announced Friday. The 4-year-old boy was among 11 people hiking the North San Diego County trail Memorial Day when the 80-pound female mountain lion attacked him. Wardens who went to the scene found the animal’s tracks and encountered it moments later. The mountain lion appeared to have little fear of humans: an abnormal behavior, CDFW said. RELATED: Boy attacked by mountain lion in San Diego's Los Pe?asquitos Canyon“The wildlife officers immediately killed the animal to ensure public safety and to collect forensic evidence to potentially match the mountain lion to the victim,” said CDFW officials in a news release. City park officials closed the trail for the public’s safety. DNA analysis from the boy and samples from the animal confirmed the euthanized mountain lion was responsible for injuring the boy. SAN DIEGO (KGTV) - The Food and Drug Administration has recalled several types of tattoo ink after determining they were contaminated with bacteria. One of them is the popular black ink made by Dynamic Color. The FDA found that two of their lots tested positive for microorganisms. The recall includes all bottles of Scalpaink SC, Scalpaink PA, and Scalpaink AL basic black tattoo inks manufactured by Scalp Aesthetics. One lot of Color Art’s red Solid Ink-Diablo was also included. Tattoo shops across the country were contacted through their local health departments about the recall. One of the largest tattoo parlors in San Diego, SD Tattoo, says they got the email Wednesday morning and immediately searched through their inks.They did have the Dynamic black ink, but tattoo artist Nicki Ninteman said, "We checked all the lot numbers and all of ours are clean, so we’re good."She said they didn't have either of the other two brands in the shop.According to the FDA, people who have been tattooed with contaminated ink can experience rashes or lesions of red papules.
