SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.

BEIJING, Oct. 22 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Thursday the peaceful and safe use of nuclear energy requires joint efforts of the international community. Li made the remarks when meeting with heads of some of the delegations attending the third meeting of ministerial level officials of the executive committee of the Global Nuclear Energy Partnership(GNEP) in Beijing.     Li said China is ready to deepen international cooperation in this respect by promoting mutual benefit and win-win of all parties. BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

COPENHAGEN, Dec. 14 (Xinhua) -- In order to deal with climate change, efforts should be made simultaneously in fields of politics, economy, society, culture and ecology, a senior Chinese official told Xinhua.     Only through this comprehensive approach can lead to the forming of a systematic framework against climate change and push forward the harmonious and sustainable development between human and nature," said Zhao Baige, vice minister of China's National Population and Family Planning Commission.     With the efforts of all countries in recent years, great progress has been made in fighting climate change. But obvious shortcomings existed, Zhao said.     In the past, much attention was paid to carbon dioxide emissions, but little was given to their correlation with population development, she said. In addition, the roles of politics, culture and society have often been neglected, she added.     Zhao said it is a complicated and huge systematic project to deal with climate change, involving different sectors.     With regard to politics, she said all governments must attach great importance to climate change and honor their commitments. A body should be established to coordinate departments involved, while a long-term plan and a legal framework for climate change should be established.     On economy, Zhao said, "it is impossible to deal with climate change without economic support." She suggested developing countries follow a path of sustainable development when they push forward economic development.     At present, China is on its way of adjusting its industrial structure, setting carbon emission cut targets, strengthening technical innovation, raising energy efficiency and rapidly developing renewable energy.     In the social sector, Zhao said a comprehensive review over the impact of climate change is needed. The principle of equity and fairness should be introduced and a low-carbon consumption mode should be encouraged.     Zhao said a lot of efforts are needed in the sector of culture.     Thousands of years ago, Chinese started to believe that mankind should live in harmony with the nature, said Zhao, adding that China's traditional culture emphasizes the unity of personal rights and responsibilities.     However, she pointed out that in Western countries, personal rights are "over emphasized" while collective responsibilities are neglected.     In fact, China has formed a long-term low-carbon consumption behavior, while over consumption and luxury consumption widely exist in the West, said the Chinese official.     As for the sector of ecology, Zhao said climate change and ecology are interrelated. In recent years, China has adopted a series of measures including developing ecological agriculture, raising land utilization efficiency, saving water resources and reducing pollution.     Zhao stressed the importance of the interrelationship between the five above-mentioned fields, saying that only with a clear political direction, correct strategy and policy measures, can a country put carbon reduction targets into practice and adopt a low-carbon path.
