SAN DIEGO (CNS) - The Department of Defense announced 0 million in awards Thursday for 5G experimentation and testing at five U.S. military test sites, including Naval Base San Diego. The DOD says the projects represent the largest full-scale 5G tests for dual-use applications in the world, with officials from the military, technology industry and academic experts collaborating to advance DOD's 5G capabilities. The San Diego portion of the testing involves a project to develop a 5G-enabled smart warehouse that improves materiel and supply handling, management, storage and distribution for the Navy's Fleet Logistics Center in San Diego and creates a proving ground for testing, refining and validating emerging 5G enabled technologies.A Naval Base Coronado warehouse operated by the Naval Supply Systems Command Fleet Logistics Center will be used to prototype a smart warehouse use case and perform at-scale experimentation.AT&T, GE Research, Vectrus Mission Solutions Corp. and Deloitte Consulting LLP will take part in designing and building the 5G test bed, network enhancements and warehouse specific applications, according to the DOD.Naval Information Warfare Center Pacific will lead the technical assessment and support the implementation and execution of the experiments, performing tests and evaluation, and ensuring the deployed 5G technology and smart warehouse applications meet the expectations of the Navy and the Office of the Under Secretary of Defense for Research and Engineering.Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering, said, "The Department of Defense is at the forefront of cutting- edge 5G testing and experimentation, which will strengthen our nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field."Through these test sites, the department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world. Importantly, today's announcement demonstrates the department's commitment to exploring the vast potential applications and dual-use opportunities that can be built upon next-generation networks."Other test sites announced Thursday include Hill Air Force Base in Utah, Joint Base Lewis-McChord in Washington, Marine Corps Logistics Base in Albany, Georgia and Nellis Air Force Base in Las Vegas, Nevada. 2395

SAN DIEGO (CNS) - Police arrested a domestic violence suspect Friday morning after a standoff in La Mesa that temporarily blocked access to parts of Grossmont Center. The La Mesa and San Diego police departments responded to the situation at Grossmont Center Drive and Center Drive just before 8 a.m. Both streets were closed as officers worked to detain the suspect, La Mesa Police reported in a tweet. The situation started Thursday night when police received a call from the victim, saying she was choked by her ex-boyfriend at a residence on the 6800 block of Hyde Park Drive, San Diego police said.Police responded about 7:20 p.m. but the suspect already had fled in the girlfriend's car. Officers took a crime report and the victim was taken to Sharp Memorial Hospital in Kearny Mesa as a precautionary measure. The suspect returned to the residence this morning and the victim called the police again, according to SDPD. The suspect then drove to Grossmont Center, where police found him around 7:30 a.m. The suspect was arrested at 8:19 a.m. and taken into custody. The streets in the area were reopened around 8:30 a.m., SDPD said. 1145

SAN DIEGO (CNS) - People who visited the Lucky Lady Casino in San Diego on weekends over a six-month period ending in late September may have been exposed to tuberculosis, county health officials reported Tuesday. The Health and Human Services Agency is working with the casino to inform patrons and staff who may have been exposed between Feb. 23 and Sept. 30, said county spokesman Jose A. Alvarez.HHSA will provide testing at no cost to patrons who were potentially exposed, Alvarez said. Testing will be offered from 10 a.m. to 1 p.m. on Dec. 8 and 9 at the casino at 5526 El Cajon Blvd., he said.People who visited the casino are encouraged to contact their doctor or county TB Control if they cannot get tested on Dec. 8 or 9, Alvarez said.Beginning Tuesday, testing is also being offered to casino staff at no cost by county Occupational Health, according to HHSA officials, who noted it can take eight to 10 weeks after exposure for someone to test positive for TB.Those wanting more information may call Lucky Lady Casino at (619) 287- 6690 or the county TB Control Program (619) 692-8621.Dr. Wilma Wooten, the county's public health officer, said most people who are exposed do not become infected. However, testing is recommended because initial infection usually has no symptoms, she said.Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infectious individual. Symptoms include persistent cough, fever, night sweats and unexplained weight loss. The number of annual TB cases in San Diego County has decreased since the early 1990s, Alvarez said, with 258 cases reported in 2016, 237 in 2017 and 163 cases so far in 2018. 1691

SAN DIEGO (CNS) - San Diego County's use and support of gun violence restraining orders as a preventive measure is cited as one of the major drivers in the orders' increasing implementation statewide in a recently published study. The UC Davis Violence Prevention Research Program examined the use of extreme risk protection orders -- or ERPOs -- in California between 2016 and 2019, noting a "substantial increase" in their usage over those years.San Diego County had the most notable increase among California counties, issuing 267 gun violence restraining orders -- or GVROs -- in 2019, versus just five in 2016, according to the study that was published in June in the Journal of the American Medical Association. Throughout California, their use grew from 70 in 2016 to 700 last year. The orders allow law enforcement to temporarily seize firearms from people believed to be at risk to themselves or others.San Diego City Attorney Mara Elliott's public endorsement of GVROs, development of a GVRO team and law enforcement training strategy were suggested as possible reasons for the disproportionate use of the orders in San Diego County and southern California as a whole. The study found that gun violence restraining order laws could be useful in prevention of mass shootings, suicides and "interpersonal violence."To that effect, the study cited two instances of GVROs issued in San Diego, one that was granted against a man with dementia who made threats to shoot his wife and neighbor, and another to seize a semiautomatic rifle from a man "who praised a recent mass shooter and made threats to bring his gun to work."Elliott's office has publicly detailed numerous other instances of GVROs served on local residents, including minors."It is encouraging to see our impact on California's use of this indispensable tool to prevent suicides, mass shootings, intimate partner homicides and other gun-related violence," Elliott said in a statement released Wednesday. "Red flag laws allow us to be proactive in identifying dangerous behavior so that we can avert a tragedy before it occurs, and I'm hopeful GVRO use will continue to rapidly grow."However, the study indicates there are many unknowns regarding GVRO use and effectiveness.GVRO use grew rapidly in 2019, and more study is needed to determine whether the increase in its use represented an increased need for the orders or simply marked a greater awareness of their availability, according to the study. While their use in California suggests GVROs "filled a gap in existing firearm violence prevention strategies," the study states more data is needed, as current data does not "allow us to measure the policy's effects on violence prevention."Their use in California also does not entirely allow for direct comparison with other states, due to differences in firearm laws. The study's authors suggest similar studies conducted in other states may shed more light on their effectiveness across the country.ERPO laws and policies are currently utilized in 19 states and the District of Columbia, and are under consideration in other jurisdictions, "however, little research exists describing their use," the study's authors found. 3204
