SAN DIEGO (KGTV) -- Maintenance crews were hard at work at UC San Diego Tuesday fortifying campus buildings ahead of the rainstorms expected this week, all while several dorms continued to dry out from the last one.Workers shored up roofs and deployed straw wattles and 200 sandbags near the Marshall Lower Apartments. The vehicle was parked in the Hopkins Parking Structure.“I was studying all night for a week, so I didn’t go to my car until four days after. SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects.The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing.Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego.All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. SAN DIEGO (KGTV) - Lifeguards removed a body found floating in the ocean off Sunset Cliffs Friday morning, according to San Diego Fire-Rescue.First responders were notified about 9:30 a.m. about the remains near Point Loma Ave. Lifeguards removed the body and transported it to their headquarters, officials said.The person had been in the water “a while”, according to San Diego Police.Officers told 10News they would be handling the discovery as a death report and not sending a homicide team to investigate.The person's identity and cause of death were not immediately available. 590
